| 该文在对寒地黑土区农业生态环境保护的现状和存在的主要问题进行调查研究的基础上，分析了 目前寒地黑土区农业生态环境和防灾减灾法律保障机制的现状及其存在的问题，并在此基础上为构建寒地 黑土区农业生态环境保护和防灾减灾法律体系提出了对策和建议，以期为寒地黑土区农业生态环境和防灾 减灾提供完善的法律保障制度支持。 |

| Based on the surveys on the status and existing problems of agricultural ecological environment protec- tion on Cold and black soil area， this paper analyzed the current situation and existing problems of law guarantee mechanism on agricultural ecological environment and disaster prevention， and proposed some countermeasures and suggestions on the construction of legal systems aiming to provide a support for perfecting the legal protection sys- tem. |
