| 该文通过对石城县农村居民点用地整治情况的实地调查，对非政府组织在农村居民点用地整治中 运行前后进行了比较分析。分析结果表明，新农村建设理事会在农村居民点用地整治中发挥着越来越重要 的作用，广泛地调动农民参与农村建设的积极性，与村委会形成良好的协作，是新农村建设中的有力助 推器。 |

| Abstract: |
| Based on the survey of rural residential land remediation in Shicheng County， this paper made a com- parative analysis before and after the non-governmental organizations participating in the rural residential land re- mediation. The results showed that the rural council played an increasingly important role in the rural residential land remediation， e.g.， extensively stimulating peasants to participate new rural construction， forming a good col- laboration relationship with the village committee. It was a powerful booster in new rural construction. |
