石羊河流域中部绿洲灌区玉米制种产业发展优势与对策分析

摘要:

石羊河流域的武威市，具有发展玉米制种得天独厚的自然资源优势和良好的产业基础，现已成为甘肃省河西走廊玉米种子产业带中的主要组成部分，但是面对国内外玉米种业市场竞争力的日益加剧，产业出现了萎缩现象。该研究采用入户调查和归纳分析相结合的方法，对产业发展现状做出科学判断的基础上，针对制种玉米存在面临国际化挑战、企业竞争力不强、基地建设缺乏政策支持、新品种研发推广技术力量薄弱等问题，从自然资源、区域比较、生产技术及潜力、宽松政策、企业带动、国家深化西部大开发、实施石羊河流域重点治理、支持循环经济建设和地方政府“三大战略”实施等区位优势和政策机遇分析入手，提出了从加大政策扶持、信贷支持、壮大龙头企业、增加科技投入等方面着手提升产业市场竞争力的对策。

Abstract:

Wuwei city，located at Shiyang river basin，had the potential natural resource advantage in corn seed production development and good maize industrial foundationIt had become a main component part of the Hexi corridor corn seed industry area in Gansu provinceHowever，facing to the growing corn seed industry market competitiveness at domestic and abroad，the corn industry had begun to shrinkThe household surveys and inductive analysis methods were used in this studyBased on the scientific judgment on the present situation of corn industrial development，in terms of existing corn seed international challenges，poor enterprise competitiveness and lack of policy support，as well as weak new varieties researches and agricultural extension technology issues，this study put forward some countermeasures including increasing policy supports，credit supports，strengthening leading enterprises，increasing scientific and technology investments and other aspects to promote the competitiveness of the industry market according to the natural resources，regional comparison，production technology and potential，multiple policies，increasing enterprises，the national implementation of the Shiyang river management and the west development，supporting the construction of circular economy and the local government “three big strategies” location advantages as well as the policy analysisAccording to the location advantage of corn seed production areas，the potential yield and seed quality were able to be increased through standardized production.
