农村人力资本开发对农业经济发展的影响——基于中部省份的实证分析

摘要:

该文基于中部地区各省份1990~2011年的相关数据，将农村人力资本开发指标与C-D生产函数相结合，运用计量软件就中部省份农村人力资本开发诸因素对农业经济发展的影响及其省际差异进行实证分析。结果表明：中部地区农村人力资本开发对农业经济发展的影响显著，且农村劳动力投入对农业经济增长的影响最为显著，其后依次为农村教育以及健康人力资本开发；就中部地区省际差异而言，农村教育人力资本、健康人力资本、农村劳动力等方面的变差系数影响农业经济增长变差系数的弹性分别由大到小排列。因此，对于中部地区农业经济的长远发展，在稳固农村物质资本投入的基础上，亟需促进中部地区农村人力资本的深度开发，特别是教育人力资本开发，为现代农业发展供给高素质的新型劳动者。

Abstract:

The majority of provinces in central China are agricultural provinces with relatively abundant rural human resources. Human capital is an important variable, which is introduced to the economic growth of research. Meanwhile, rural human resources are more and more important for modern rural economy development. There is no doubt that the driving force of rural economy in China will benefit from the deeper and broader development of rural human resources. Although the current domestic scholars have made in-depth study for China's human capital, less research has been done on the relationship and the difference of study between rural human resources and agricultural development in central China. It's worth further studying the rural human capital on how to impact agricultural economic growth, and the differences of central provinces. Based on the provincial data in central China from 1990 to 2011，this paper combined the indicators of rural human capital development and C-D production function, and made an empirical analysis on the development of rural human capital on agricultural economic growth and the differences of central provinces. The results showed that the development of rural human capital had significant effect on agricultural economic growth in central China, which indicated that the more rural human capital was encouraged to gain comprehensive professional knowledge, the better agricultural economic growth will be. Compared with the rural labor input, the rural human capital development in education and health have less effect on agricultural economic growth; as for the difference of agricultural economic growth in central China, the elasticity of the factors influenced agricultural economic growth variation coefficient declined in sequence: education rural human capital development variation coefficient，health rural human capital development variation coefficient and rural labor input variation coefficient. Therefore, in order to cultivate high quality new rural labor for modern agricultural development during the process of the construction of the new socialistic countryside, it should coordinate the deeper and broader development of rural human resources and physical capital, especially rural human capital development in education.
