县级农用地质量分等成果年度更新方法研究

摘要:
探讨农用地质量分等成果年度更新方法,保持农用地质量分等成果的现势性,以更好地服务于国土资源管理对农用地质量分等成果的应用需求,是当前一个重要的研究方向。不区分渐变与突变采用全面更新的方法会产生很大的更新成本。该文研究提出了一种区分质量渐变与突变区域的县级农用地质量分等成果年度更新的系统方法,并以耕地质量等级监测示范县陆良县对此方法进行了实例验证。以陆良县2010年度土地利用变更数据库和农用地质量分等数据库为基础,结合该县2011年度土地利用变更数据库,区别对待县域范围内耕地“渐变”、“突变”区域,并对突变区域“增加”、“建设”、“减少”三种不同的变化类型应用不同的农用地质量更新技术流程与方法,形成了该县2011年度农用地质量分等数据库,有效实现了陆良县农用地质量分等成果2010~2011年度的更新。研究结果表明,这是一种工作量小、区分质量渐变与突变、适用于县级农用地质量分等成果年度更新的系统方法。该方法可应用于云南省129个县(市、区)农用地质量分等成果年度更新。

RESEARCH ON ANNUAL UPDATION METHOD OF GRADATION ACHIEVEMENT ON AGRICULTURE LAND QUALITY AT COUNTY LEVEL

Abstract:
The agricultural land quality grade includes the physical quality grade, the utilization quality grade, and the economic quality composite grade, which can supply detail and accurate information for management of land resources, such as the overall planning of land use, the protection of basic farmland, and the balance of occupation and compensation of cultivated land. So, it is an important research direction to discuss annual updating method for the land quality gradation so as to meet different application needs of land resource management.This paper put forward a systematic method of annual updating method of agricultural land quality gradation at the county level, and validated the method using the example of Luliang county, a cultivated land quality gradation monitoring demonstration county. The purpose of the paper was to provide technical reference for cultivated land quality monitoring and the annual update of gradation achievement on agricultural land quality. Based on the land use change data and cultivated land quality gradation database of Luliang county in 2010, and combined the land use change database in 2011, this paper distinguished the abrupt-change areas and gradual-change areas, and established the cultivated land quality gradation database in 2011 by applying different update methods and procedures into the different kinds of abrupt-change areas including the "newly added areas",the "construction areas", and the "reducing areas", effectively realizing the annual update from 2010 to 2011 at last. It concluded that the method put forward in this paper was a systematic and time-saved method, and can be used for the annual update of gradation achievement on agricultural land quality in the 129 counties of Yunnan province.
