丝路经济带地区农业转型升级的机遇与路径选择

摘要:

2013年9月习近平主席在出访哈萨克斯坦期间提出“新丝绸之路经济带”的战略构想，新丝绸之路经济带是中国与西亚各国之间形成的一个区域经济合作目标。新丝绸之路经济带，东边连接亚太经济圈，西边紧靠发达的欧洲经济圈，可以说是“世界上最长、最具有发展潜力的经济大走廊”。但就农业方面而言，新丝路经济带处于农业现代化的初级阶段，农业现代化水平相对比较落后，而农业又是支撑经济发展的基础产业，因此面对建设新丝路经济带的机遇，应该首先夯实农业基础，促进丝路经济带农业的转型升级，从而保障新丝路经济带的建设发展。文章通过探讨新丝路经济带农业发展的现状，分析新丝路经济带地区农业转型升级所面对的问题，进而探索如何利用新丝路经济带发展的新机遇来促进农业的转型升级，概括总结了新丝路经济带农业转型升级的4条路径选择：以工业进步和繁荣为依托的农业机械化之路、以技术创新为依托的现代农业科技之路、统筹农业功能的低碳发展之路、以龙头企业为带动的农业产业化发展之路。

Abstract:

The Chairman Xi Jinping proposed the idea of building a new Silk Road economic zone in kazakhsten at September， 2013.The new Silk Road economic zone is the goal of a regional economic cooperation among the countries of China and West Asia.New Silk Road economic zone is considered to be“the world′s longest and most potential economic corridor for development”.Its east connect the Asia-Pacific Economic Circle and the west line close to the developed European economic zone.But in terms of agriculture，the new Silk Road economic zone is in the early stages of agricultural modernization，and agricultural modernization level is relatively backward. While agriculture is the basic industry to support the economic development，we should first reinforce agriculture foundation，and then promote the agricultural transformation and promotion Silk Road economic zone under opportunities of constructing the new Silk Road economic zone so as to enwure the constniction and development of the new Silk Road economic zone.This paper explored the agricultural development status of the new Silk Road economic，analyzed problems which agricultural transformation and promotion of the new Silk Road Economic zone are faced with，and then explored how to use the new development oppovtunity of new Silk Road economic zone to promote the agricultural transformation promotion，the summarized four paths choices of agricultural transformation and promotion of the new Silk Road economic zone:first is agricultural mechanization path on the basic of industrial progress and prosperity，second is modern agricultural science and technology path on the basic of technology and innovation,third is low carbon agricultural development path given consideration to agricultural furctions，fourthis agricultural industrialization development path leeded by leadirgenterprise.
