基于ISM方法的水利信息化影响因素分析

摘要:
随着科学技术的迅猛发展以及信息时代的到来,将信息技术运用于水利行业的水利信息化的发展趋势是发展现代化水利的重要需求。水利信息化发展过程中涉及的结构复杂、技术广泛、规模庞大以及涉及面广等特点造成影响水利信息化的因素错综复杂。为了理清这些因素相互间的层次关系,文章运用ISM方法对水利信息化影响因素进行建模分析,得到水利信息化影响因素的结构模型,从而区分出了表层基础因素、中间层动力因素、相关层动力因素以及导向层动力因素。通过综合分析得出:(1)水利信息化基础设施、水利信息化资源整合与共享程度以及信息化安全保障体系是水利信息化发展的表层基本因素; (2)建设和运行管理机制、水利信息化人才队伍、信息化思想认识以及投入情况是水利信息化的中间层动力因素; (3)水利主管部门的重视与支持、信息化技术和水利信息化标准化体系是影响水利信息化的相关层动力因素; (4)政府政策和水利信息化法律环境是水利信息化的导向层影响因素。这为当前水利信息化建设布局、水利现代化可持续发展的顺利进行提供理论探索。

ANALYSIS OF THE FACTORS AFFECTING WATER CONSERVANCY INFORMATIZATION BASED ON THE ISM METHOD

Abstract:
With the rapid development of science and technology and the advent of the information age, the trend to use the information technology in the water industry is an important requirement for water conservancy informatization in recent days. The influencing factors were very complex due to the complicated structure, a wide range of technologies, large scale and wide range in the process of water informatization. To clarify the relationships among these factors, this paper used ISM method to analyze the factors influencing water conservancy informatization, and established the structure model of the influencing factors, so as to distinguish the surface of base factors, middle power factors, related factors of driving force, and guide layer dynamic factors. The results showed that water information infrastructure, the degree of integration and sharing of water conservancy informatization resources, and information security system were the fundamental factors. Construction and operation management mechanism, the personnel of the water conservancy informatization, the ideological understanding of water conservancy informatization and the situation of investment were the middle power factors; water conservation authorities' attention and support, information technology and standardization system were the related factors of driving force; government policy and legal environment were the guide layer dynamic factors. The conclusions provided theoretical exploration for the sustainable development of water conservancy modernization.
