四川省土地流转的瓶颈问题及对策

摘要:

土地流转是发展规模化经营的必由之路。文章利用文献分析与实地调研方法，对四川省12个农业乡镇进行调查走访，在充分了解目前四川省农地流转的主要现状基础上，结合实地调研数据，深入探讨了当前土地流转过程中存在的土地流转行为不规范，土地流转机制不健全、社会保障不健全及土地流转收益分配不均等突出问题。同时结合文献分析发展的问题，该文提出了建立与完善流转机制；建立服务载体，完善中介服务；合理确定土地流转中的利益分配；加强农村社会保障体系建设等促进四川省土地流转加快的对策措施，旨在为促进四川省土地的合理高效流转提供一定借鉴，同时也为促进四川省规模化生产与加快农业现代化提供一些理论与政策参考。

Abstract:

Land transfer is the only way to develop large-scale managementIn this study，the methods such as the literature analysis and field research were used to analyze the situation of 12 agricultural township in Sichuan provinceOn the basis of full understanding of the farmland transfer in Sichuan province，the problems were summarized combined with survey data in the process of land circulation，including that the land transfer behavior was not standardized，land transfer mechanism was not perfect，imperfect social security and land income distribution inequality were in-depth studiedCombined with literature analysis and the development of the problem，the author put forward some suggestions such as to establish and improve the circulation mechanism；establish a service carrier and improve intermediary services；to determine a reasonable profit distribution in the land circulation；to strengthen construction of the rural social security system，with the aim of speeding up the land circulation in Sichuan Province and providing some certain references for promoting the reasonable and efficient transfer of land in Sichuan province and agricultural modernization.
