关中地区新型城镇化对农业产业化的影响分析

摘要:

文章在对关中地区新型城镇化与农业产业现状描述的基础上，分析新型城镇化对关中地区农业产业经济发展的积极影响与消极影响，积极影响主要包括有效转移农村剩余劳动力，增加了农民收入、拉动了关中地区的城市内需，促进了农村经济发展、优化了关中地区的农业产业结构及提升了关中地区农业信息化水平等；消极影响主要包括农村耕地面积减少、农村资源出现流失、环境恶化、农村青壮年劳动力减少等。针对城镇化对农业产业的影响提出了以下策略：坚持新型城镇化与农业产业化协调发展，实现互惠共赢；对新型城镇化与农业产业协调发展的相关制度进行改革或创新相关制度；在农村建设住宅小区，实行集聚化居住，减少宅基地的占用，提高土地利用效率，促进农业产业发展；科学规划、合理布局城镇化，以城镇化拉动农业产业的发展。

Abstract:

This paper described the new urbanization and the agricultural industry in Guanzhong area，analyzed the positive effects and negative effects of the new urbanization on the economic development of the agricultural industry.Positive impacts included effectively transferring rural surplus labor force，increasing the farmers′ income，stimulating the Guanzhong area urban domestic demand，promoting the rural economic development，optimizingagricultural industry structure，and enhancing the level of agricultural informatization.While the negative influence mainly includeddecrease of rural land area，loss and deterioration of the environment，reducing the young labor force in rural areas of rural resources.Aiming at the urbanization effects on the agricultural industry it put forward the following suggestions：adhering to the coordinated development of new urbanization and agricultural industry to achieve mutual benefit；to reform or innovatethe related system of new urbanization and agricultural industry；to implement the agglomeration of the livingin rural construction of residential district，to reduce the occupation of land and improve land use efficiency to promote the development of agricultural industrialization；to stimulate the development of the agricultural industryscientific planning by rational layout of urbanization.
