低碳经济下重庆新型城镇化建设研究

RESEARCH ON THE CONSTRUCTION OF NEW URBANIZATION IN CHONGQING UNDER LOW CARBON ECONOMY

摘要:

新型城镇化是以低碳经济为引导，以改革创新为动力实现城乡一体化的特色建设之路。文章采用数据统计、对比分析等方法对重庆市新型城镇化建设开展研究，结果表明，重庆市以低碳理念引领城镇化发展，在农村人口转移、基础产业发展等方面均有显著成效。但由于区县经济发展严重失衡，部分地区生态环境遭受严重破坏，加之城乡结构体系偏差大，城镇化建设相对滞后，极大阻碍了新型城镇化的建设步伐。鉴于此重庆市应坚持联动、绿色、创新发展路径，以产业集群促进城乡统筹发展，提升基础产业的竞争优势； 明确城镇生态化发展规律，做好生态区域保护与资源节约工作，构建新型城镇化生态文明格局； 推动农村土地制度改革，着力解决“三农”问题； 不断完善相关政策法规，并鼓励公众积极参与其中，以形成健全的低碳型新型城镇化建设体系，有效促进重庆新型城镇化建设的持续稳定发展。

Abstract:

The new urbanization can achieve the urban and rural integration construction by the guide of low-carbon economy and the driving of reform and innovation. Combined with the existing literature and statistical data, this paper studied the development of new urbanization in Chongqing. The results showed that the development of urbanization such as the rural population transfer, the development of basic industries had great success.But the imbalance in the county′s economic development and the ecological environment in some areas hindered the pace of the construction of new urbanization. It put forward some suggestions for effectively promoting the sustained and stable development of the new urbanization in Chongqing, including that Chongqing city should increase the competitive advantage of the industrial base adhering to the linkage, green, innovation and development path, construct the new urbanization pattern of ecological civilization by understanding the urban ecological development law, and protecting regional ecological resources, promote the rural land system reform to solve the problem of "agriculture, countryside and farmers",and constantly improve the relevant policies and regulations to encourage the public to actively participate in low carbon urban construction.
