基于自然等提等潜力指数模型的耕地整治建设等别目标研究

摘要:
[目的]通过土地整治项目区的耕地质量等别明确耕地整治建设等别目标研究,确定各分等因素的现实和自然等潜力,并准确识别项目区的主控因子及其可提升程度,便于采取具有针对性的土地整治工程技术措施,并对整治建设工作效果作出科学的预期性评判。[方法]基于2010年农用地分等补充完善成果和中江县集凤镇、南华镇土地整治项目规划设计报告,通过加权求和得到项目区不同作物各分等因素的平均质量分值,运用自然等提等潜力指数模型得到项目区耕地的理论潜力与现实潜力,并识别耕地质量提升的主控因子。[结果]中江县集凤镇、南华镇土地整治项目区的主控因子为灌溉保证率、有效土层厚度、坡度、岩石露头度、有机质含量,项目区的省级耕地自然等提升现实潜力为1.33等,理论潜力为148等; 国家级耕地自然等提升现实潜力为2.46等,理论潜力为2.62等。[结论]耕地质量提升的现实潜力可以作为土地整治建设的耕地质量等别目标。

BASED ON THE POTENTIAL INDEX MODEL OF THE AGRICULTURE LAND PHYSICAL QUALITY GRADE OF CULTIVATED LAND

Abstract:
It is important to accelerate the transformation of the mode of agricultural development and food security. Under the protection of farmland in the new normal of China′s agriculture, the key to ensure national food security and social stability is to control the amount and quality of the farmland and ecology protection. Land consolidation is an important way to promote the quality of cultivated land. To definite the goal of cultivated land quality grade has profound significance for the land consolidation. The current land management such as planning and design is mainly under the constraint of the condition of money according to the regulation of the project site conditions, environmental factors. However, cultivated land quality improvement as one of the important contents of the regulation was not yet cultivated land quality indicators. Taking land reclamation project of Jifeng Town, Nanhua Town in Zhongjiang county, Sichuan province as the study area, based on the complement of arable land grade in 2010 and land reclamation project planning report, this paper calculated the average quality score of different crop classification factors by method of weighted summation, analyzed theoretical and practical potential by the potential index model of the agriculture land physical quality grade. The results showed that the practical potential of provincial agriculture land physical quality grade was 1.33, the theoretical potential was 2.46. The results can help make a scientific evaluation on controlling factors of the cultivated land, quality change and expectations of farmland. At the same time, it can promote the land consolidation project planning and design scheme optimization.
