[目的]党的十八届五中全会中提出将绿色发展作为引领新时期我国社会经济发展的五大新发展理念之一,以期实现人与生态环境的和谐共处、社会经济的可持续发展。绿色发展空间作为绿色发展的重要组成部分,既是绿色发展的物质基础,又是绿色发展的约束条件。[方法]研究改进了“指标加权重”的评价方法,采用“要素—功能”评价方法,从保护资源、避免风险和支撑发展3个角度,构建包括9大类21小类要素的绿色发展空间指标。对每个指标的绿色功能按适度建设、适宜建设、一般限建、严格限制和相对禁建进行功能量化。采用地理信息技术(GIS),对要素的绿色发展功能按“空间要素分布等级最严格”的原则,进行空间叠加分析,对成都市的绿色发展空间进行了划分。[结果]成都市的绿色发展空间中,适宜建设区、适度建设区、一般限建区、严格限建区、相对禁建区的比例分别为:10.27%、37.8%、3.26%、26.12%、22.46%。划分结果较好地反映了成都市的绿色发展现状。[结论]研究将绿色发展的内涵进行要素的空间化表达和空间评价,准确地刻画绿色发展空间,展示了绿色发展的空间差异性,为制定差别化的绿色发展政策提供支撑。 |

A METHOD FOR IDENTIFYING THE GREEN DEVELOPMENT SPACE |

In order to realize the harmonious coexistence of man and the ecological environment and the sustainable development of society and economy, the Fifth Plenary Session of the 18th Central Committee put forward the green development to lead China′s social and economic development in the new period. As an important part of green development, green development space is not only the material basis, but also the constraint condition. This paper described green space index system of the green development space from three aspects, i.e., protecting resources, avoiding the risk, and supporting the development, which included 9 categories and 21 types of spatial factors. And then, it recalculated the green development function including appropriate construction, moderate construction, general restriction construction, strict restriction construction and relative prohibition construction, obtained the green development space by overlay the each factors based on the highest restricted level using GIS technology. The results showed that the areas of appropriate construction, moderate construction, general restriction construction, strict restriction construction, and relative prohibition construction were: 10.27%, 37.8%, 3.26%, 22.46%, respectively. The study quantified the spatial functions of green development factors, and displayed the spatial distribution pattern accurately in the district regions. |
