[目的]通过构建基于结构绩效、经济绩效、公平绩效、环境绩效的建设用地供应绩效四维评价指标体系,分析“十二五”期间西安城市建设用地供应绩效水平,判定影响绩效水平的障碍因子。[方法]运用熵权TOPSIS模型,障碍度模型,对2011~2015年西安城市建设用地绩效水平及因子障碍度进行测算。[结果]“十二五”期间西安市建设用地供应结构绩效呈波动式上升,经济绩效贡献度降低,公平绩效有所提升,环境绩效显著提高。进一步分析,结构障碍度平均达到58.44%,其后依次是经济障碍度、公平障碍度、环境障碍度,均值分别为14.84%、13.66%和11.24%。[结论]“十二五”期间西安市建设用地供应综合绩效总体呈上升态势,但仍旧处于中级水平。结构与经济是制约西安市建设用地供应绩效的主要方面,而公平与环境则对土地供应绩效贡献度较大。 |

EVALUATION AND OBSTACLE DEGREE DIAGNOSIS OF URBAN CONSTRUCTION LAND SUPPLY PERFORMANCE UNDER THE ENTROPY-WEIGHTING TOPSIS METHOD ——A CASE STUDY OF XI'AN |

This paper constructed a four-dimension evaluation index system for construction land supply performance including structural performance, economic performance, equity performance, and environmental performance, analyzed the urban construction land supply performance level in Xi'an during the period of the 12th five-year plan, and judged its obstacle factors. Using the Entropy-weighting TOPSIS model and the obstacle degree model, it calculated the performance level and obstacle factors of urban construction land from 2011 to 2015 in Xi'an. The results indicated that the structural performance of land increased with some fluctuation, but the economic performance decreased, at the same time the equity performance and the environmental performance were improved significantly. Further, the obstacle degree calculation results showed that the average obstacle degree of land structure was 58.44%, and the equity obstacle, economic obstacle and environmental obstacle were weakening successively with the values of 11.84%, 13.66% and 11.24%. In conclusion, during the period of the 12th five-year plan, the comprehensive performance of urban construction land supply in Xi'an was on the rise, but it was still at the medium level. The land use structure and economy were the main factors restricting the supply performance of construction land in Xi'an as a whole, while the equity and the environment contributed to the comprehensive performance of the land supply greatly. |
