河北省农业自然资源循环利用评价研究

摘要:

［目的］针对我国在农业可持续发展实践推进过程中存留的矛盾和不足，探究分析可持续发展视角下的农业自然资源循环利用水平，剖析现状、探寻原因、提出建议，为河北省农业可持续发展提供参考。［方法］文章以河北省农业自然资源循环利用为目标层构建指标评价体系分析各指标的权重，利用相关性分析探究影响河北省农业自然资源循环利用的因素，为提高河北省农业自然资源循环利用水平提出建设性意见。［结果］通过构建河北省农业自然资源循环利用评价体系，评价结果表明河北省土地资源利用中农药化肥施用量（0070 1）较高，土地开发（0121 9）和土地退化治理率（0148 6）处于较低水平； 水资源利用过程中，工业废水排放达标率（0025 4）低、生态环境用水率（0121 3）和人均污水排放量（0125 0）都比较高。［结论］河北省农业自然资源循环利用中存在资源浪费、环境污染严重的现象，其中人口数量、经济生产总值是影响农业自然资源循环利用的关键因素。因此，为了提高农业自然资源循环利用水平，应优化经济产业结构、健全法制措施、加强环保意识，从根本上促进河北省农业的可持续发展。

Abstract:

In view of the contradiction and deficiency existing in the process of the practice of agricultural sustainable development in China, this paper analyzed the recycling of agricultural natural resources under the perspective of sustainable development, and analyzes the status quo, which would help to explore the causes and put forward some suggestions for sustainable development of agriculture in Hebei province. Based on the target layer of the recycling utilization of agricultural natural resources, it built an index system to analyze the weight of each index. The factors influencing the recycling utilization of agricultural natural resources in Hebei province were explored by means of correlation analysis, in order to give some constructive suggestions for the recycling utilization of agricultural natural resources. The results showed that the application rate of pesticide and chemical fertilizer in land resource was high, the level of land development and the rate of land degradation control were low, 0.121 9 and 0148 6, respectively. In the course of water resources utilization, the qualified rate of industry discharging industrial waste water (0025 4) is low, while the water consumption rate of ecological environment and the discharge rate of waste water per capita were high，with the values 0121 3 and 0125 0. In Hebei Province, there are some phenomena such as waste of resources and serious environmental pollution in the recycling utilization of agricultural natural resources. The population and economic output are the key factors affecting the recycling utilization of agricultural natural resources. In order to improve the level of recycling utilization of agricultural natural resources, it is necessary to optimize the economic industrial structure, perfect the legal measures, and strengthen the consciousness of environmental protection to promote the sustainable development of agriculture in Hebei province.
