休闲农业与乡村旅游驱动乡村振兴的海外经验借鉴

摘要:

［目的］休闲农业与乡村旅游成为中国乡村继工业化模式之后驱动乡村发展、实现乡村振兴的又一重要路径。分析海外发达经济体休闲农业与乡村旅游驱动乡村振兴经验，可为中国大陆推进乡村振兴战略提供参考与借鉴。［方法］通过文献梳理、归纳总结等方法，梳理分析了海外发达经济体的基本做法，形成了相关启示。［结果］海外发达经济体注重以系统的政策与法规保障旅游与乡村融合发展、以权威的行业协会推动乡村旅游可持续发展、以乡村原真性统领旅游产品的创意创新、以品质认证和一体化营销推广乡村和乡村旅游，成为旅游驱动乡村振兴共性经验。［结论］海外发达经济体积累的经验给中国解决旅游驱动乡村振兴面临的诸多困境带来了4点启示：应充分发挥政策引领作用、凸显旅游平台价值、倡导旅游工匠精神和搭建一体化乡村综合服务云平台，从而切实发挥旅游业在驱动乡村振兴中的作用。

Abstract:

Leisure agriculture and rural tourism is another important way to cause the rural development and bring about the rural revitalization after the model of rural industrialization. Analyzing the experiences of leisure agriculture and rural tourism causing the rural revitalization in foreign developed countries or regions can bring us useful suggestions. The methods of literature review，comparative analysis and summarization was used to comb and analyze the basic practices of foreign developed countries and form relevant enlightenment. Foreign developed countries focus on ensuring the integration of tourism and rural development with systematic policies and regulations, promoting the sustainable development of rural tourism with authoritative industry associations, guiding creative innovation of tourism products with rural authenticity, promoting villages with quality certification and integrated marketing. And rural tourism has become a tourism driven rural revitalization experience. The experience accumulated by foreign developed counties has brought inspirations to the difficulties faced by China in solving the tourism driven rural revitalization: exploring rural empowerment and giving full play to the guiding role of policy, increasing the power of industry association and maximizing the value of the platform of the leisure agriculture and rural tourism, advocating the spirit of craftsman and achieving the aim of the value of rural changed to rural economic; forming a shared communion mechanism and building integrated cloud platform with rural commence services through all media. And then, the leisure agriculture and rural tourism will play a major role in driving the rural revitalization.
