喀斯特山区土地资源建设开发承载力评价*——以贵阳市为例

摘要:
[目的]土地资源承载力评价是区域人口、资源与环境可持续发展评价的重要内容,也是制定各项规划的重要基础。[方法]从国土空间开发角度出发,综合考虑对土地建设开发影响显著的限制性因子,建立评价指标体系,采用限制系数法测算适宜建设空间规模及现状开发强度,结合适宜空间聚集度和主体功能定位确定合理开发强度,通过分析现状开发状态与合理开发状态之间的偏离度对贵阳市土地资源承载力进行了评价。[结果]结果显示云岩区现状建设用地接近极限,无开发潜力导致超载; 南明区现状建设用地比重过高,且适宜空间分布零散导致超载; 观山湖区开发潜力不足,但由于现状开发状态尚未超过合理开发状态,导致临近超载。[结论]根据评价结果及成因分析,为超载和临界超载区域提出了相关建议,为国土空间开发利用格局优化、合理配置土地资源提供了重要依据。

Abstract:
The evaluation of land resource carrying capacity is an important part of the evaluation of regional population, resources and environmental sustainable development, and an important basis for the formulation of various plans. From the perspective of land development and utilization, this article comprehensively considered the restrictive factors that had significant impact on land development and construction to establish an evaluation index system. And it estimated the scale of appropriate construction space and current development intensity by the limit coefficient method. The reasonable development intensity was determined by combining the agglomeration degree of appropriate spatial and the main function. The land resource carrying capacity of Guiyang city was evaluated by analyzing the deviation between the current development status and the rational development status. The results showed that the current construction land in the Yunyan district was close to the limit, and no development potential led to overload. The proportion of the current construction land in Nanming District was too high, and scattered distribution of suitable space led to overload. The development potential of Guanshanhu District was insufficient, but due to the current development status had not exceeded the reasonable development status, resulting in near overload. According to the evaluation results and the analysis of the causes, the relevant suggestions are put forward for overloading and critical overloading areas, which provide an important basis for the optimization of land space development and utilization pattern and the rational allocation of land resources.
