陕南现代水利评价指标体系及方法研究

摘要:
[目的]针对水利现代化的“泛在性、法治性、文化性、公众性、可持续性、智慧性、和谐性”,文章以研究陕南现代水利评价指标体系及方法为目标。[方法]利用文献研究法及功能分析法,从水利现代化的特征内涵出发,结合陕南水利现代化需求,构建了陕南现代水利评价指标体系,指标在选取上涵盖防洪减灾、水资源保障、水生态环境保护、水利管理、水利发展能力5个准则的陕南现代水利评价指标体系,代表了水利工作的所有内容包括5个大体系、17项指标。并对陕南地区的现代水利发展水平进行评价和分析。[结果]陕南地区水资源保障实现最好,实现程度为8467%; 生态环境保护次之,实现程度为7965%; 防洪减灾体系位列第三,实现程度为7260%; 水利管理及水利发展能力实现程度较差,实现程度分别为6674%和5425%。[结论]陕南水利管理、水利发展能力问题已经成为陕南现代水利发展的明显短板,亟需提升。采用上述现代水利评价指标体系及评价方法,对现代水利发展水平所做的评价具有较强的实用性,与其他评价方法比较,具有全面性、先进性、可比较性、计算简单、定性定量有机结合、便于操作等特点。研究成果对我国其他同类地区的水利现代化评价具有参考价值。

Abstract:
Aiming at the "ubiquity, rule of law, culture, public, sustainability, wisdom and harmony" of water conservancy modernization, this paper aims to study the evaluation index system and methods of modern water conservancy in southern Shaanxi. Using literature research method and functional analysis method, the evaluation index system of modern water conservancy in Southern Shaanxi was constructed from the characteristics and connotation of water conservancy modernization and the needs of water conservancy modernization in southern Shaanxi. The selection of indexes covered the water conservancy evaluation index system of 5 criterions, which were flood control and disaster reduction, water resources security, water ecological environment protection, water conservancy management and water conservancy development capacity, representing all contents of water conservancy work including 5 systems and 17 indicators. The development level of modern water conservancy in southern Shaanxi was also evaluated and analyzed. The realization of water resources security in southern Shaanxi was the best, with the realization degree of 84.67%, the ecological and environmental protection came second with the degree of 79.65%, the flood control and disaster reduction system ranked the third with the realization degree of 72.60%, the realization degree of water conservancy management and water conservancy development ability was poor, which was 66.74% and 54.25% respectively. The capacity of water conservancy management and water conservancy development in southern Shaanxi becomes an obvious shortcoming of modern water conservancy development in southern Shaanxi. Using the above modern water conservancy evaluation index system and evaluation methods to evaluate the development level of modern water conservancy has strong practicability. Compared with other evaluation methods, it has the characteristics of comprehensiveness, advancement, comparability, simple calculation, qualitative and quantitative organic combination and easy operation. The research results are of reference value to the evaluation of water conservancy modernization in other similar areas in China.
