“后疫情时代”我国水稻产业发展的思考

摘要:

目的 稻谷是我国重要的粮食产品，研究“后疫情时代”我国水稻产业的发展，对保障我国粮食安全意义重大。方法 文章分析“后疫情时代”我国水稻产业面临的形势、问题，总结发展趋势，提出“后疫情时代”水稻产业发展的对策。结果 “后疫情时代”全球粮食安全形势严峻，贸易不确定性增加，水稻生产的重要性愈发凸显，在国家的有效调控下，疫情未对水稻生产造成实质性影响，生产形势仍然向好。疫情凸显出我国水稻价格调控、库存和流通体系不完善、贸易风险集聚等方面的问题。结论 疫情过后，消费升级整体加速，居民健康意识的提升带动水稻产业发展，优质、绿色稻米需求量增加，新型消费快速增长，产业链和供应链智慧化转型加速，品牌化迎来新机遇。为应对市场出现的变化，在提高生产能力、提升智能化和品牌化水平、保障库存和流通、加强监测预警与市场调控、扩展贸易合作方面，提出“后疫情时代”保障我国水稻产业安全的对策建议。

Abstract:

Rice is an important staple food in China. The study on development of rice industry in the "post-epidemic era" is of great significance to ensuring China's food security. This paper analyzed the situation and problems faced by China’s rice industry, summarized development trends, and proposed countermeasures for the development of the rice industry in the "post-epidemic era". In the "post-epidemic era", the severe global food security situation increased the trade uncertainty, which highlighted the importance of rice production. Under the effective policy from the government, the epidemic did not impact rice production substantially, and the production prospect was still improving. However, the problems of rice industry chain were reflected under the impact of the epidemic, including the defect of government policy, inventory and circulation system, and the accumulation of trade risks. After the epidemic, the accelerated consumption upgrade and the increase in residents' health awareness will drive the development of the rice industry. The demand for high-quality and green rice will increase, new consumption will grow rapidly, the intelligent transformation of the industrial chain and supply chain will accelerate, and branding will embrace new opportunities. In response to these changes in the market, suggestions are proposed as follows. To ensure the safety of China's rice industry in the "post-epidemic era", including increasing production capacity, improving intelligence and branding, ensuring inventory and circulation, strengthening monitoring and early warning and market regulation, and expanding trade cooperation.
