参与行为、嵌入性治理与生猪绿色安全健康养殖目标以河南省424家规模化养殖（场）户为例

摘要:

目的 生猪养殖行业协会作为一个非营利组织，是政府和市场主体之间的中介，是政府与养殖（场）户之间沟通交流的平台，并在促进生猪绿色安全健康养殖、促进生猪养殖业高质量发展方面扮演重要的“协调者”角色。文章运用河南省域调研数据，对养殖（场）户加入行业协会的相关影响因素和在嵌入性治理下生猪绿色安全健康养殖目标实现的影响因素进行分析，以期验证行业协会在绿色安全健康养殖治理方面的效果，为生猪养殖业高质量发展提供参考。方法 该文采用双栏模型，分别从养殖（场）户加入行业协会意愿和生猪绿色安全健康养殖目标等方面对养殖（场）户的行为决策进行分析，首先对养殖（场）户是否愿意加入行业协会的相关因素进行二元逻辑回归分析；其次对加入行业协会的养殖（场）户的相关影响因素进行分析，尤其是在行业协会嵌入性治理下，养殖（场）户对于制度嵌入、组织嵌入和利益嵌入的持有态度和配合程度进行回归分析；最后对模型进行稳健性检验。结果 结果显示，组织类型、绿色安全健康养殖技术的认知与信任和政府规制效果对养殖（场）户参与意愿和生猪绿色安全健康养殖目标具有显著的正向影响，制度嵌入、组织嵌入和利益嵌入对生猪绿色安全健康养殖目标影响不一；从具有显著性的变量个数和系数的大小来看，利益嵌入对其目标的影响明显强于制度嵌入、组织嵌入。结论 行业协会在对养殖（场）户嵌入性治理中的利益嵌入治理效果明显有效，而制度嵌入和组织嵌入还有待提高，政府相关部门应结合当地养猪协会的特点及其发展完善做出一些必要的指导和调整。

Abstract:

Hogs breeding industry in China has undergone significant change from small-scale scattered breeding to intensive, large-scale breeding. But there is great challenge to the food green safety and pollution prevention and supervision of hogs breeding industry because of scattered breeding (farm) households, irregular breeding behavior, large amount of hogs feces and the economy of recycling and harmless treatment. As a non-profit organization, hogs breeding industry association is an intermediary between the government and market entities, and a platform for communication between the government and farmers. It also plays an important "coordinator" role in promoting green, safe and healthy hogs breeding and high-quality development of hogs breeding industry. According to the survey data in Henan, this paper analyzes the related influencing factors whether farmers take part in the industry association, and discusses the factors how to realize the goals of green, safe and healthy hogs breeding under the situation of the embeddedness governance, in order to verify the effect of the industry association in green, safe and healthy breeding governance for high-quality development of hogs breeding. Based on double column model, it analyzed farmers′ decision-making behavior under conditions of their willingness to join the association and realization of green, safe and healthy breeding. Firstly, it applied binary logistic regression to analysis of these farmers′ willingness factors. Secondly, it analyzed the relevant willingness factors of some farmers who had joined the association. Finally, it conducted the robust test on the above model. The results were as the followings. The organization type, the cognition and trust of green, safe and healthy breeding technology and the effect of government regulation had significant positive effects on farmers' participation willingness, and realization of goal of green, safe and healthy breeding. When the goal of green, safe and healthy breeding was concerned, the effects of institutional embeddedness, organizational embeddedness and benefit embeddedness were different. From the viewpoint of the number of significant variables and the size of coefficients, the effect of benefit embeddedness was obviously stronger than institutional embeddedness and organizational embeddedness. In conclusion, as for the effect of embeddedness governance, the governance effect of the association′s interest embeddedness was obvious and effective, while their institutional embeddedness and organizational embeddedness need to be improved. So the government departments should make some necessary guidance and adjustment according to the characteristics and development of local hogs breeding industry associations.
