目的 基于高质量发展视角,剖析我国乡村旅游发展的现状问题,从旅游用地、资源产权、服务水平、市场主体、人才队伍以及政策、机制等方面提出相应对策,以期推动乡村旅游高质量发展。方法 文章通过文献梳理、实地调研和归纳总结等方法,总结乡村旅游发展的系列成就,分析乡村旅游发展中面临的问题,在理解高质量发展要求的前提下提出乡村旅游高质量发展对策。结果 我国乡村旅游目前存在区域发展不平衡、产业结构较简单、市场主体较散弱、服务体系不完善、政策协同度不高等五大问题;资源与市场合理化配置、满足多样需求、产业结构优化、资源生态可持续、多维创新、发展成果共享等是乡村旅游高质量发展的基本要求。结论 基于高质量发展要求,要实现乡村旅游高质量发展,解决用地、消防和产权等长期困扰乡村旅游发展的难题是乡村旅游持续性发展的基石,改善公共服务水平是实现城乡主客协调的途径,培育市场主体是实现乡村旅游有效供给的手段,人才队伍建设是乡村旅游实现分享性的路径,优化政策与机制是乡村旅游管理协同创新的保障。 |

Based on the review and summary of the developing achievements of Chinese rural tourism, the main problems exposed from the current situation of rural tourism against the background of the booming consumption demand of rural tourism are deeply analyzed, with the increasing demands of urban and rural residents on various aspect. This study analyzed the five requirements of high-quality development of Chinese rural tourism for the effectiveness, coordination, innovation, sustainability and sharing of rural tourism, and put forward five countermeasures following the requirements to realize the high-quality development of rural tourism. Firstly, it should be focused on solving the difficulty that have troubled the development of rural tourism for a long time such as the land for the use of tourist facilities, extinguishing and protection, and resource property rights. Secondly, improving public services is the way to achieve coordination between urban and rural areas. Thirdly, the cultivation of market subjects is an effective means to realize the supply of rural tourism. Fourth, the construction of talent team is the path to realize the sharing of rural tourism. Finally, optimizing policy and mechanism is the guarantee of coordinated innovation of rural tourism management. |
