利益相关者视角下农田建设项目多元融资机制研究

摘要:

目的 创新农田建设项目多元融资机制，是保障项目顺利开展的重要举措，是贯彻落实“藏粮于地、藏粮于技”战略的重要途径。方法 文章基于利益相关者理论模型，采用规范研究和实证分析的方法，分析农田建设项目融资过程中各利益相关主体的利益诉求和利益矛盾，从利益协调的角度提出构建农田建设项目多元融资机制对策建议。结果 （1）当前我国农田建设项目的项目属性、制度政策和市场机制上均存在融资障碍因素；（2）政府及相关部门、项目业主、工程施工方、土地权利人、农业经营方、金融资本方是农田建设项目的主要利益相关者，各方利益矛盾协调是解决项目融资问题的关键；（3）构建多渠道、多主体的农田建设多元融资机制，对内应明确工程经营属性，完善权责利分配机制，对外应完善顶层制度设计，构建多主体投资机制，优化市场融资环境，健全金融保障服务，创新融资产品。结论 针对农田建设项目融资障碍，可通过协调各利益主体间的利益冲突，来建立多渠道、多主体的农田建设多元融资机制。

Abstract:

Innovation of multiple financing mechanism is an important measure to ensure the smooth implementation of the project for farmland construction projects, and it’s also an important way to carry out the strategy of "storing grain in the land and storing grain in technology". Based on the stakeholder theory model, this paper analyzed the interest demands and interest conflicts of various stakeholders in the financing process of farmland construction projects by the methods of normative research and empirical analysis, then put forward the countermeasures and suggestions for building a diversified financing mechanism of farmland construction project from the perspective of interest coordination. The results indicated that: (1) There were financing obstacles of farmland construction projects among the project attribute, the system policy and the market mechanism at present; (2) The main stakeholders of the farmland construction project included the government and its related departments, the project owner, the construction party, the land owner, the farm operators and the financial capitalist. The key to solving the project financing problems was to coordinate the interests of all entities; (3) To build a multi-channel and multi-agent multiple financing mechanism of farmland construction projects, the explicit project management attributes, and the valid mechanism of distribution of rights, responsibilities and interests should be established, at the same time, the government should improve the top-level system design, build a multi-agent investment mechanism, optimize the market financing environment, improve financial security services, and innovate financing products. As result, establishing a multi-channel and multi-agent multi financing mechanism by coordinating the conflicts of interest among various interest subjects could solve the financing obstacles of farmland construction projects efficaciously.
