国土空间规划背景下村域“三生”空间划定与实证研究

摘要:
目的 在乡村振兴及国土空间规划的大背景下,以划定城镇、农业、生态等功能空间和城镇开发边界、永久基本农田、生态保护红线三条控制线(以下简称“三区三线”)为契机,科学编制周石村的村域空间规划,并在规划基础上进行“三生”空间划定及采用相关指标评价“三生”空间适宜性,以期为城郊融合型村庄规划提供实例参考。方法 文章运用地类归并法与“三区三线”法对周石村地类进行“三生”划定,转移矩阵对现状与规划后的“三生”空间进行对比。结果 (1)规划后,农林面积增加,建设用地减少,自然保护与保留用地变化较小,并在现有产业基础上规划形成“一镇一带三园”的产业空间布局。(2)规划至2035年,生产空间增长12.244 1 hm2,面积上升为150.797 5 hm2;生活空间减少了2.659 8 hm2,面积下降为68.957 0 hm2;生态空间减少了9.584 3 hm2,面积下降为107.045 4 hm2。(3)规划后,生产、生活空间满足空间需求,生态空间适宜性结果较好。结论 周石村作为城郊融合型的典型,其发展的要点在于充分运用自身优势(产业),并完善对外联系方式(道路)与公共设施用地。地类归并法与“三区三线”法相结合使“三生”空间划定更科学。

THE DEMARCATION AND EMPIRICAL RESERARCH ON “PRODUCTION- LIVING-ECOLOGICAL” SPACE IN VILLAGE AREA UNDER BACKGROUND OF LAND SPACE PLANNING

Abstract:
Under the background of rural revitalization and land space planning, with the opportunity to delineate the boundaries of functional spaces of towns,agriculture and ecology,as well as,three control lines of urban development zone, permanent basic farmland and ecological protection (hereinafter referred to as "three areas and three lines"), this paper scientifically draws up the village spatial plan of Zhoushi village, and delineates the production-living-ecological spaces and evaluated the suitability of it, which provides reference for the planning of suburban integrated rural according to the planning. Land merger and "three areas and three lines" method were used to delineate the production-living-ecological of Zhoushi village, and the transfer matrix method was used to compare the current production-living-ecological spaces with that of the planned. The results showed that: (1) After being planned, the area of agriculture and forestry increased, construction land decreased, nature conservation and reserved land had few change, and the industrial space layout had be planned as "One Town, One Belt, Three Parks" on the basis of existing industries. (2) By 2035, the production space would increase 12.244 1 hm2, and the area would rise to 150.797 5 hm2; the living space would decrease 2.659 8 hm2, and would drop to 68.957 0 hm2; the ecological space would decrease 9.584 3 hm2, and would drop to 107.045 4 hm2. (3)The living space met the space needs, and the ecological space suitability results were better. So, we get the conclusions: Zhoushi Village is a typical example of suburban integration. The main point of its development is to make full use of its own advantages (industry), and to improve its external contact methods (roads) and land for public facilities. In addition, it proves that the combination of the land type merge method and the "three areas and three lines" method makes the delimitation of production-living-ecological spaces more scientific.
