乡村旅游引导乡村振兴绩效评价研究以太原市王吴村为例

摘要:

目的 发展乡村旅游是解决“三农”问题的有力举措，是实现乡村振兴的重要途径。科学评价乡村旅游引导的乡村振兴绩效不仅可以衡量乡村旅游对乡村振兴的贡献率，而且是把握乡村发展方向、提高乡村效益、推动乡村全面振兴的重要基础。方法 文章运用层次分析法，借鉴前人构建的乡村振兴绩效评价体系，基于乡村旅游对乡村振兴的促进作用，从“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”五个方面出发，创新地构建了乡村旅游引导的乡村振兴绩效评价体系；并以太原市王吴村进行实证研究，运用加权平均法和因子分析法对王吴村的乡村振兴绩效进行评价分析。结果 2019年王吴村乡村振兴绩效综合得分为95.41分，乡村振兴绩效处于优等等级，其中旅游在产业兴旺和生活富裕方面有显著的推动作用，但对乡村治理成效较弱。结论 在坚持产业和生活高效推动的同时，王吴村要提升生态宜居和乡风文明程度，改进乡村治理方法，提高治理效率。

Abstract:

The development of rural tourism is a powerful measure to solve the “three rural issues” and an important way to realize rural revitalization. Scientific evaluation of the performance of rural revitalization guided by rural tourism can not only measure the contribution rate of rural tourism to rural revitalization, but also an important basis for grasping the direction of rural development, improving rural benefits, and promoting the overall revitalization of rural areas. Based on the promotion of rural tourism on rural revitalization, this article used the analytic hierarchy process, drew on the performance evaluation system of rural revitalization built by predecessors, and innovatively constructed a rural revitalization performance evaluation system guided by rural tourism from five aspects: prosperous industry, ecological livability, rural civilization, effective governance, and affluent life. And an empirical study was conducted with weighted average method and factor analysis method to evaluate and analyze the rural revitalization performance of Wang Wucun in Taiyuan City. The results showed that in 2019, the comprehensive score of Wang Wucun's rural revitalization performance was 95.41 points, and the rural revitalization performance was at an excellent level. Rural development tourism had a significant role in promoting industrial prosperity and affluence in life, but it was weak in rural governance. While insisting on the efficient promotion of industry and life, Wang Wucun should promote the ecological livability and the civilization of rural customs, improve rural governance methods, and boost governance efficiency.
