上海市休闲农业发展现状、主要问题与对策研究

摘要:

目的 休闲农业是深化农村改革、实现农业转型、推进美丽乡村建设的一项重要工程，是推动城乡统筹发展、促进乡村振兴、全面实现小康社会的重要手段。在乡村振兴战略背景下，归纳上海市休闲农业的发展现状，为上海市休闲农业的高质量发展提供对策建议。方法 文章基于政府访谈与企业走访，结合对休闲农业企业的抽样调查，分析了上海市发展休闲农业的主要措施、现存问题、原因与解决思路。结果 上海市主要采取了出台基础政策、以项目为载体进行资金补贴、休闲农业示范点建设3种方式推动休闲农业发展。在农业种养、农产品加工、农产品销售与休闲服务提供3个环节仍面临着“三品一标”农产品有限、加工农产品开发不足、生鲜农产品销售渠道单一、休闲服务提供同质化较高等瓶颈。结论 上海市休闲农业发展问题的成因包括：规划布局不够完善，科技融入不够充分，配套政策不够丰富，管理冲突有待协调，人才导入函需增强，资金扶持不够均衡。上海市休闲农业的未来发展，需基于“长三角一体化”、因地制宜确立规划布局，利用科技优势打造产业精品，逐步完善休闲农业配套政策体系，建立政策制定多方协调机制，加强人才合作与导入，丰富并平衡资金扶持体系。

Abstract:

Leisure agriculture is an important project to deepen rural reform, realize agricultural transformation and promote the construction of beautiful countryside. It is also an important means to promote the overall development of urban and rural areas, promote the revitalization of rural areas, and realize the well-off society in an all-round way. Under the background of rural revitalization strategy, this paper summarizes the development status of leisure agriculture in Shanghai, and provides countermeasures and suggestions for the high-quality development of leisure agriculture in Shanghai. Based on government interviews and enterprise visits, combined with the sample survey of leisure agricultural enterprises in Shanghai, the main measures, existing problems, causes and solutions of developing leisure agriculture in Shanghai were analyzed. Three ways were mainly adopted to promote the development of leisure agriculture in Shanghai, including the introduction of basic policies, the promotion of projects and the construction of demonstration sites. In three links of agricultural planting and breeding, agricultural product processing, agricultural product sales and leisure service provision, there were still some bottlenecks, such as limited agricultural products of “San Pin Yi Biao”, insufficient development of processed agricultural products, single marketing channel of fresh agricultural products and high homogeneity of leisure service provision. The reasons for the development of leisure agriculture in Shanghai include: the industrial planning is not perfect, the industrial layout is not clear enough, the supporting policies are not rich enough, the management conflicts need to be coordinated, the science and technology integration is not enough, the talent introduction needs to be strengthened, and the financial support is not balanced. The future development of leisure agriculture in Shanghai needs to improve the industrial planning based on the "Yangtze River Delta integration", establish the industrial layout according to local conditions, gradually improve the supporting policy system of leisure agriculture, establish a multi-party coordination mechanism for policy formulation, make use of the advantages of science and technology to create industrial products, strengthen the cooperation and introduction of talents, enrich and balance the fund support system.
