可持续发展背景下休耕制度的价值意蕴及对我国的启示

摘要:
目的 休耕制度是落实藏粮于地、藏粮于技战略的有效途径,关乎国家粮食安全、生态环境保护和资源永续利用。方法 文章综合运用归纳演绎法和理论分析法解析休耕制度的价值意涵,探讨面向可持续发展的中国耕地休耕制度的优化路径。结果 休耕制度内涵与可持续发展目标(SDGs)内在价值趋同,主要特征有耕地休养环境的原真性、要素耦合与结构关联的贯通性、生态系统的自然完整性、空间均衡与效益统一的整体协同性;遵循自然规律、尊重基本国情是休耕制度的实施基础,尊重代表农民利益取向的意愿及选择是构建中国休耕方案的根本前提,深度挖掘耕地多功能及休耕前后价值变化是休耕制度有效实施的基本保障。结论 我国休耕制度需结合碳达峰、碳中和战略目标,继续围绕数量配比、空间配置、路径实施等核心问题,推进实践诊断的精度深化和方案设计的尺度细化,不断强化体系建设与监管体制,夯实休耕制度的法治保障。

THE VALUE IMPLICATION AND CHINA’S PRACTICES OF FALLOW SYSTEM UNDER THE BACKGROUND OF SUSTAINABLE DEVELOPMENT

Abstract:
Fallow system is an effective way to implement the strategy of storing grain in land and technology, which is related to national food security, ecological environment protection and sustainable utilization of resources. The purpose of this paper is to analyze the era connotation of fallow system, and explore the optimization path for sustainable development in China. The theoretical analysis method, inductive method, and deductive method were employed. The results showed that: ① The connotation of fallow system and the intrinsic value of sustainable development goals (SDGs) tend to be the same, the main characteristics of which were the authenticity of fallow environment, the connectivity of element coupling and structure correlation, the natural integrity of ecosystem, the overall coordination of spatial balance and benefit unification. ② Following the natural laws and respecting the basic national conditions were the implementation basis of fallow system, respecting the will and choice of farmers’ interest orientation was the fundamental premise of building China’s fallow program, excavating the multi-function of cultivated land and the value changes deeply before and after fallow was the fundamental guarantee for the effective implementation of fallow system. In the future, combined the major strategic decisions of carbon dioxide peaking and carbon neutrality, China’s fallow system should continue to focus on the core issues such as quantity ratio, spatial allocation and path implementation, deepen the accuracy of practical diagnosis and refine the scale of scheme design, continuously strengthen the system construction and supervision system, and consolidate the legal guarantee of fallow system.
