现代农业产业园农产品加工建设现状与对策分析

摘要:

目的 现代农业产业园是打造农村产业融合发展的平台载体，按照“生产+加工+科技”一体化发展要求，农产品加工是现代农业产业园建设不可或缺的关键环节。方法 文章围绕农产品加工与现代农业产业园关系，利用理论分析和统计分析方法，对2021年底前批准创建的200家国家现代农业产业园的农产品加工现状进行分析。结果 截止2021年底，200个国家产业园，农产品加工总产值约1万亿元左右，平均每个产业园农产品加工产值约50亿元左右。农产品加工业产值与农业总产值平均比值为3.5∶1，远高于全国2.4∶1的平均水平。园内企业全年纳税总额约300亿元左右，平均每个产业园纳税总额约1.5亿元左右。但产业园农产品加工建设仍存在企业竞争力不强、技术装备水平不足、政策支持力度不够、专业人才短缺等问题。结论 提出应挖掘市场需求、培育壮大加工企业、强化科技支撑、提高副产物综合利用、强化政策支持、加强人才培养等有关对策与建议，以期为现代农业产业园的建设和一二三产业融合发展提供参考。

Abstract:

Modern agricultural industrial park is a platform carrier to build the integrated development of rural industries, according to the requirements of "production + processing + technology" integrated development, agricultural product processing is an indispensable key link in the construction of modern agricultural industrial park. Focusing on the relationship between agricultural product processing and modern agricultural industrial parks, this paper analyzed the current situation of agricultural product processing in 200 national modern agricultural industrial parks approved by the end of 2021 with the theoretical analysis and statistical analysis methods. By the end of 2021, the total output value of agricultural product processing in 200 national industrial parks was about 1 000 billion yuan, and the average output value of agricultural product processing in each industrial park was about 5 billion yuan. The average ratio of output value of agricultural product processing industry to total agricultural output value was 3.5∶1, which was much higher than the national average of 2.4∶1. The total annual tax paid by enterprises in the park was about 30 billion yuan, and the average total tax payment of each industrial park was about 150 million yuan. However, there were still problems in the processing and construction of agricultural products in the industrial park, such as weak competitiveness of enterprises, insufficient level of technical equipment, insufficient policy support, and shortage of professional talents. In summary, it puts forward relevant countermeasures and suggestions such as tapping market demand, cultivating and expanding processing enterprises, strengthening scientific and technological support, improving the comprehensive utilization of by-products, strengthening policy support, and strengthening talent training, so as to provide reference for the construction of modern agricultural industrial parks and the integrated development of primary, secondary and tertiary industries.
