目的 水安全、能源安全与粮食安全3者关系密切且复杂,关乎着人类社会生存与发展,开展多维资源视角的中国粮食安全理论研究具有重要时代价值与理论回响。方法 文章在梳理水—能源—粮食纽带关系下,粮食安全相关理论的发展脉络与文献概念性、分析性和设计性解析的基础上,尝试从水—能源—粮食纽带关系中剥离出关联性关系,构建水—能源—粮食关联的中国粮食安全理论,并探索水—能源—粮食关联的中国粮食安全多元治理方案。结果 (1)从关联性理论与纽带关系关联层次中出发,以双要素框架为基础,形成了以粮食安全要素为核心,内部系统水资源要素和农业能源要素、外部系统综合要素为投入的中国粮食安全理论框架;(2)从依据、原则、手段、路径、目标五方面解析了水—能源—粮食关联的中国粮食安全理论内涵,并界定了理论研究范畴;(3)依据理论框架和内涵,设计了包括粮食生产保障系统、水资源投入系统、农业能源投入系统与综合要素保障系统四大系统,共20个指标的水—能源—粮食关联的中国粮食安全指标体系。结论 采取包括水—能源—粮食多元管理部门政策合作方案、联合执行方案、技术与基础建设整合方案在内的粮食安全多元治理方案,将有助于推动我国水—能源—粮食系统的平衡发展,有效提升“区域—国家”的粮食安全保障能力。 |

Water security, energy security and food security are closely related and complex, and are related to the survival and development of human society. Theoretical research on China's food security from the perspective of multi-dimensional resources has important times value and theoretical echoes. Based on the development of food security theory and the conceptual, analytical and design analyses of literature, this study tried to separate the correlation relationship from the water-energy-food linkage, construct the water-energy-food related food security theory in China, and explore the multiple governance scheme of water-energy-food related food security in China. The results were showed as follows. (1) Based on the association theory and the levels of bond relationship, and with the dual-element framework as the basis, a theoretical framework of China's food security was formed with food security elements as the core, internal system water resources elements and agricultural energy elements, and external system comprehensive elements as inputs; (2) The theoretical connotation of China's food security with water-energy-food association was analyzed from five aspects: basis, principles, means, paths, and goals, and the scope of theoretical research was defined; (3) Based on the theoretical framework and connotation, a water-energy-food associated indicator system for China's food security was designed, including four major systems, namely, food production security system, water resources input system, agricultural energy input system, and comprehensive factor security system, with a total of 20 indicators. Therefore, the adoption of a multi-governance approach to food security, including policy cooperation plans for multi-departmental management of water, energy, and food, joint implementation plans, and technical and infrastructure integration plans, will help promote the balanced development of China's water-energy-food system and effectively enhance the food security capacity at the "regional-national" level. |
