目的 生物安全体系是防控生猪重大疫病的最有效壁垒。政府规制作为推动生物安全体系建设的重要力量,能够促进养殖户树立正确的疫病防控态度,提高养殖场生物安全水平。方法 文章基于四川省生猪养殖户调查数据,利用投影寻踪模型和Tobit模型,在测算养殖户生物安全水平的基础上,分析政府引导、激励和约束机制对养殖户生物安全水平的影响。结果 (1)四川省生猪养殖户生物安全水平普遍较低,88.78%的养殖户生物安全水平为中低水平,生物安全体系构建不完善;(2)政府规制能够有效引导、激励和约束养殖户生物安全行为,促进养殖户生物安全水平提升;(3)养殖规模、养殖收入占比、是否采取全进全出养殖以及对非洲猪瘟发病症状和应对措施认知等因素均显著正向影响生物安全水平;(4)政府规制对养殖户的影响存在区域和生物安全水平得分异质性。结论 应加强生物安全知识宣传与技术培训,提供适当资金与金融支持,加强监管力度,并根据地区不同经济发展水平、养殖场不同规模实施差异化的生物安全政策。 |

The biosecurity system is the most effective barrier against major swine diseases. Government regulation plays a significant role in promoting the construction of the biosecurity system, fostering the correct attitude towards disease prevention and control among farmers, and enhancing the biosecurity levels at farms. Using survey data from pig farmers in Sichuan Province, this study employs the projection pursuit model and Tobit model to evaluate the impact of government guidance, incentives, and regulations on the biosecurity levels at their farms. The biosecurity level among pig farmers in Sichuan Province is generally low, with 88.78% of themfalling within medium to low range, indicating an incomplete biosecurity system. Government regulations effectively guide, motivate, and constrain the biosecurity practices of farmers, thus improving their biosecurity levels. Factors such as breeding scale, the proportion of breeding income, the adoption of all-in and all-out breeding practices, and awareness of symptoms and measures against African swine fever positively affect biosecurity levels. The impact of government regulation on farmers shows regional heterogeneity and variations across different biosecurity scores. It is essential to promote biosecurity knowledge and technical training, provide sufficient financial support, strengthen supervision, and implement differentiated biosecurity policies based on regional economic development levels and different scales of farms. |
