基层政策执行中的价值冲突与选择——基于W市宅基地制度执行的分析

摘要:

目的 政策执行是基层治理研究的重要议题。长期以来，在基层政策执行研究中，理性分析一直占有重要的地位。然而，越来越普遍的棘手政策问题使理性分析难以发挥作用，呼吁多元主体协作和价值的多元化以及对公平、民主价值的回归。对基层政策执行中的价值问题进行探究具有重要理论和现实意义。方法 文章运用调查和深度访谈相结合的方法对W市宅基地制度执行中的价值冲突与选择进行探讨。结果 最常被政策执行者所感知的是控制与问责、人民满意与合理、效率与创新之间的冲突。结论 价值冲突致使基层政策执行者陷入道德困境，导致政策执行中的脏手行为，基层政策执行者采取妥协策略以调和冲突。基层政策执行中的公共价值偏好，反映了中国基层治理丰富的表现形式和整体特征。该文为理解基层政策执行的行动策略提供一种新的解释视角。

Abstract:

Policy implementation is an important topic in grassroots governance research. For a long time, rational analysis has played an important role in the study of policy implementation at the grassroots level. However, the increasingly complex and intractable policy problems have made it difficult for rational analysis to function effectively, calling for collaboration among diverse stakeholders and the diversification of values, as well as a return to fairness and democratic values. Therefore, it has important theoretical and practical significance to explore the values issues in the implementation of grass-roots policies. Using the methods of investigation and in-depth interviews, this research discussed the values conflict and choice in the implementation of the homesteaded system in W city. It was found that the conflicts between control and accountability, people's satisfaction and rationality, efficiency and innovation were most often perceived by policy implementers. Therefore, the values conflict leads to the moral dilemma of the grass-roots policy implementers, which leads to the dirty hand behavior in the policy implementation, and the grass-roots policy implementers adopt compromise strategies to reconcile the conflict. The preference of public values in the implementation of grass-roots policies reflects the rich forms and overall characteristics of China's grass-roots governance. This research provides a new perspective for understanding the action strategy of grass-roots policy implementation.
