农业外资项目管理经验和借鉴——以亚洲开发银行贷款农业综合开发长江绿色生态廊道项目为例

摘要:

目的 总结外资项目管理经验有助于推动农业高质量发展和农业现代化进程。方法 文章以亚行长江项目为例，梳理利用外资推进农业农村发展的主要做法，总结项目管理经验，并提出对我国农业工程项目管理的启示。结果 项目通过强化可行性研究，布局农业基础设施建设，夯实现代农业发展的基础；强化管理体系和制度构建，为项目实施筑牢“四梁八柱”；加强机构能力建设，提升基层管理水平，确保项目执行有力。结论 借鉴亚行长江项目实施经验，建议在同类农业工程项目建设中，强化顶层设计、夯实前期工作基础，树立全周期管理理念、强化过程管理，厘清权责利关系、探索多方参与的长效管护机制，重视经验总结、推动知识分享，加强“公众参与”、提升增强群众认同感，多措并举提升管理水平，确保项目按质、按量、按期完成。

Abstract:

Summarizing the experience of foreign-funded project management is valuable for promoting the high-quality development and modernization of agriculture. Taking the Asian Development Bank financial loan Yangtze River green ecological corridor comprehensive agriculture development project (hereinafter referred to as the "ADB Yangtze River Project") as an example, this article analyzed the main practices of using foreign investment to promote agricultural and rural development, summarized the experience of project management, and proposed policy recommendations on promoting Chinese agricultural engineering project management. The main findings were summarized as follows. (1) The strengthened feasibility study for laying out the construction of agricultural infrastructure consolidated the foundation of modern agricultural development. (2) The established management system and institution construction made a strong foundation for the project implementation. (3) The emphasized capacity building of the institutions enhanced the grass-roots level of management, and ensured that the project could be carried out effectively. Drawing on the implementation experience of the ADB Yangtze River Project, it is recommended that when developing similar domestic agricultural engineering projects, efforts should be made to strengthen the top-level design to consolidate the foundation of preliminary work, establish a full cycle management awareness to enhance process management, clear responsibility, rights and benefits to explore a long-term management mechanism for agricultural infrastructure with multi-party participation, summarize experience to strengthen knowledge sharing, promote "public participation" to enhance the public's sense of identity, and then projects can be steadily completed on schedule with quality and quantity.
