农业新质生产力:驱动机制、现实梗阻与培育方略

摘要:
【目的】 系统解析农业新质生产力的发展逻辑、深层矛盾与破解路径,为推动我国农业现代化转型提供理论参照与实践指引。【方法】 文章构建了一个“驱动机制―现实梗阻―培育方略”的三元整合分析框架。【结果】 农业新质生产力的发展由科技创新、制度政策、人力资本与组织和市场机制四大驱动力协同推进,但其培育过程面临技术转化“卡脖子”与“死亡谷”、政策协同不足、市场风险与主体能力鸿沟、资金结构性短缺等多重现实梗阻。【结论】 须通过需求牵引的技术攻关与场景化推广、激励相容的政策与产权制度、订单金融与数智融合的产业链优化、精准化人才培养与利益共享组织创新,以及构建智慧化风险保障与协同融资体系等系统性策略,方能有效破解梗阻,驱动农业生产力实现质的跃升。

Agricultural new quality productive forces:Driving mechanisms,practical bottlenecks,and cultivation strategies

Abstract:
[Purpose] This study aims to systematically analyze the developmental logic,underlying contradictions,and pathways for resolving issues related to agricultural new quality productive forces,thereby providing theoretical and practical guidance for China's agricultural modernization.[Method] This study constructed a tripartite analytical framework of "driving mechanisms,practical bottlenecks,and cultivation strategies".[Result] The development of agricultural new quality productive forces was driven by the synergistic interaction of four key factors:technological innovation,institutional policies,human capital and organizational structure,and market mechanisms. However,the process of fostering these forces faced multiple practical bottlenecks,including the "bottleneck" and "valley of death" in technology translation,insufficient policy coordination,market risks coupled with a capability gap among stakeholders,and structural shortages in funding.[Conclusion] This study concludes that a systematic strategy suite was essential. This includes demand-driven technological R&D and scenario-based extension,incentive-compatible policies and a robust intellectual property regime,optimized industrial chain collaboration via order-based finance and digital-intelligent integration,precision talent cultivation and benefit-sharing organizational innovation,as well as the establishment of an intelligent risk protection system and a coordinated "investment-subsidy-loan-insurance" financing mechanism. Only through such an integrated approach can the current bottlenecks be effectively overcome and a qualitative leap in agricultural productivity be achieved.
