华南经济发达地区农户耕地价值认知及保护意愿  ———以广州市番禺区为例

摘要:

耕地保护对于国家与区域土地利用意义重大，农户作为耕地利用与保护的最直接参与者，其对耕 地价值的认知及其保护意愿直接影响当地政府耕地保护政策的落实与实施效果。该研究以广州市近郊番禺 区为例，通过467户农户调研数据研究经济发达地区农户耕地价值认知水平及其保护意愿，认为:农户对 耕地价值认知的不完全会影响农户耕地保护的热情及积极性，番禺区农户对耕地保护行为响应较低，仅有 31.26%的农户愿意响应耕地保护支付行为，该部分农户完全接受劳动支付方式，但对货币支付方式却不完 全认同，其中劳动支付均值为2.5天（户·年），货币支付均值为10.6元/（户·年）。研究利用Logistic 回归模型分析影响农户耕地保护支付意愿，结果显示农户耕地保护支付意愿受农户个人家庭特征影响，也 与农户对耕地保护的认知程度相关。

Abstract:

Arable land protection plays a great significant role in national and regional land use. As the direct par- ticipants of the arable land use and protection， the rural households' the arable land values cognition and protection willingness have an important impact on the government policy of arable land protection. Taking Panyu District， Guangzhou City， a megalopolis in South China as an example， this paper analyzed the rural households' cognition of arable land value and protection willingness by interviewing 467 rural households. The results showed that protec- tion enthusiasm of farmland was directly influenced by the awareness level of farmland value. Protection behaviors of arable land in Panyu District were not preferred by local households， only a small percent（31.26%） of rural households had the willingness to pay for arable land protection either by work with no more than 2.5 days per household per year or by current money with only 10.6 RMB per household per year. Based on the Logistic regres- sion model， the characteristics of rural household and the cognition level of arable land protection had an significant impact on the willingness to pay for arable land protection.
