[目的]农业水价综合改革绩效评估是对改革运行效果及模式进行综合评估,综合评估改革在经济、社会、生态等方面的绩效。开展农业水价综合改革绩效评估,对衡量改革绩效与目标的一致性、探寻改革运行中存在的问题,思考我国农业水价综合改革未来发展方向具有重要意义。[方法]杭锦旗位于内蒙古黄河南岸灌区,是西北地区渠灌典型代表,作为改革80个试点县之一,具有一定的代表性。文章以杭锦旗为例,将定性指标和定量指标有机结合,建立农业水价综合改革评估的指标体系,采用模糊综合评价法对农业水价改革绩效评估。[结果]2014年杭锦旗农业水价改革的绩效评价为0416, 2015年改革的评估结果为0620,增加了1个等级。[结论]改革取得一定成效,其中,经济绩效最为明显,节水绩效和社会绩效继之,生态绩效最小,但考虑到观察年限较短,政策的滞后性等原因,需要继续观察研究。 |

EVALUATION PERFORMANCE OF AGRICULTURAL WATER PRICE REFORM*——TAKING HANGJINQI INNER MONGOLIA AS AN EXAMPLE |

Evaluation performance of agricultural water price reform is a comprehensive evaluation of the effect and mode of the reform, and fully evaluates the performance in the economic, social, ecological and other aspects. It is of great significance to carry out the performance evaluation of the comprehensive reform of agricultural water price in order to measure the consistency of reform performance and objectives, explore the problems existing in the reform operation, and consider the future development direction of the comprehensive reform of agricultural water price in our country. Hangjin Banner, as one of the 80 reform pilot counties, is located in the South Bank of the Yellow River irrigation area in Inner Mongolia, and has certain representativeness. Taking Hangjin Banner as an example, this paper established index system of fuzzy comprehensive evaluation method by the combination of qualitative and quantitative indicators, evaluated the performance of new round of agricultural water price reform. The results showed that the agricultural water price reform performance was 0.416 in 2014 and increased to 0.620 in 2015. The economic performance was the most obvious, followed by water saving performance and social performance and the lowest ecological performance. However, due to the short observation period and lagging policies, continuous observation and research were still needed. |
