利用废弃资源规划新兴产业以安徽埇桥秸秆综合利用示范园区规划为例

摘要:

目的 通过分析秸秆资源利用现状和问题，对废弃资源发展新兴产业进行示范园区规划，以推进废弃秸秆综合高效利用，调节能源结构，从根本上缓解农村饲料、肥料、燃料和工业原料等资源紧张状况，保护农业生态环境，减少空气污染，推进农业供给侧结构性改革，促进农业增效、农民增收，实现社会经济可持续发展。方法 文章利用文献研究法、综合分析法，充分解读国家产业规划相关政策法规与措施，结合多年规划研究相关经验，寻找案例，深入分析、充分调研、科学选址，并采取现场考察、问卷调查、会议答辩的方式，进行实证分析。结果 提出符合埇桥区秸秆综合利用整体发展方向、与上位规划符合度高、能够引导园区发展的规划方案，编制安徽埇桥农作物秸秆综合利用现代环保产业示范园区总体发展规划。结论 通过规划引领园区的创建，投入使用的未来园区可提供清洁的替代能源，有效保护和改善生态环境，改善城乡面貌，具有显著的生态和社会效益。

Abstract:

By analyzing the current situation and problems of straw resources utilization, this research carries out demonstration park planning for the emerging industry of abandoned resources utilization to promote the comprehensive and efficient use of waste straw, regulate energy structure, and fundamentally alleviate tension of rural feed, fertilizer, fuel and industrial raw materials. Meanwhile it can protect the agricultural ecological environment, reduce air pollution, promote the agricultural supply side structural reform, promote agricultural efficiency, increase farmers' income, and achieve sustainable social and economic development. Using the literature research method and comprehensive analysis method, this research interpreted relevant policies, regulations and measures of national industrial planning, and combined relevant experience of many years of planning research, it found cases to analyze in depth, fully investigated and scientifically selected sites. Taking on-the-spot investigation, questionnaire survey, and meeting defense, it proposed a plan that met the overall development direction of comprehensive utilization of straw in Yongqiao district, and had high conformity with the superior planning, and could guide the development of the park. It formed the overall development planning of the modern environmental protection industry demonstration park of Yongqiao comprehensive utilization of crop straws in Anhui. Through the planning leading the creation of the park, the future park can provide clean alternative energy to effectively protect and improve the ecological environment, improve the urban and rural appearance, and show significant ecological and social benefits.
