北方农牧交错带县域农牧业产业发展规划实证研究——以内蒙古化德县为例

摘要:

目的 在宏观政策、行业动向、发展路径和市场环境等均发生全新转变的情境下，分析农牧交错带农牧业生产的演替规律，合理规划农牧业发展方向和空间布局，成为关乎农牧交错地带实施乡村振兴成败的重要环节。方法 文章以北方农牧交错带的化德县为研究对象，利用SWOT分析方法，梳理农牧业资源配比优劣，外部政策带来的机遇与挑战，为农牧产业发展提供分析思路。结果 突出绿色和健康的产业发展理念，以生态化、集约化、链条化、智慧化、品牌化和融合化为原则，打造现代种植业产业链和现代养殖业产业链，创新发展现代农牧业服务产业链，形成现代健康农牧业产业融合发展体系。结合当地资源环境基础和“三区三线”约束，打造“两轴”、“五区”和“多极”的产业空间布局结构。结论 通过对化德县农牧产业的发展规划研究，明确农牧交错地区农牧业发展应走现代产业要素集聚、产业融合与循环农牧业相结合的可持续发展路径，采取以城关镇为中心，现代农牧业融合区为外围圈层，农牧业专业化增长极点状相间分布，产业发展要素集聚程度向外围递减的“类杜能圈”空间结构，为北方农牧交错地区县域农牧产业发展提供经验借鉴。

Abstract:

With the new changes in macro policies, industry trend, industry development paths and market environment, analyzing the succession law of agricultural and animal husbandry production in the farming-pastoral ecotone, and rationally planning the development direction and spatial layout of agricultural and animal husbandry have become an important link for the success or failure of rural revitalization in the farming-pastoral ecotone. Taking Huade county as the research object, using SWOT analysis method,combing the advantages and disadvantages of agricultural and animal husbandry resources ratio, opportunities and challenges brought by external policies, this research can provide ideas for the development of agriculture and animal husbandry industry. Highlighting the concept of "green and healthy" development, and the principles of ecology, intensification, chain, wisdom, branding and integration were adopted to build modern planting industry chain and modern breeding industry chain, innovate and develop modern agriculture and animal husbandry service industry chain, and form a modern healthy agriculture and animal husbandry industry integration development system.Combining the local resource and environment foundation and the constraint of "three districts and three lines", the industrial spatial layout was implemented to form the spatial layout of “two axes, five districts and multiple poles”.Through the study of Huade agriculture and animal husbandry industry development planning, it is clear that the development of agriculture and animal husbandry in farming-pastoral ecotone should take the sustainable development path of modern industrial elements agglomeration, industrial integration and circular agriculture and animal husbandry, and taking Chengguan town as the center, modern agriculture and animal husbandry integration area as the peripheral circle, the agricultural and animal husbandry professional growthpole like interphase distribution. The spatial structure of "similar Du Neng circle" gradually decreases to the periphery, which provides experience and reference for the development of agriculture and animal husbandry industry in the northern farming-pastoral ecotone.
