韩国乡村振兴地域制度及对我国的启示

摘要:

目的 伴随着城镇化的快速发展、劳动力缺失、耕地效益低下等问题的出现，有效保护耕地和提高耕地利用率成为我国目前亟待解决的重要问题。方法 文章通过文献分析法和对比分析法，总结韩国乡村振兴地域制度建立的背景、主要框架和运行成效，提出对我国的启示。结果 为加强对农田的保护和利用，20世纪90年代韩国实施了农业振兴地域制度。该制度将农业振兴地域划分为农业振兴区和农业保护区，推行农业支援政策、实行人才培养和完善基础建设等一系列举措，在推进农业现代化、提高农民收入、保护耕地、保护农民权益等方面成效显著。结论 通过分析韩国农业振兴地域制度发展的经验，从健全法律体系、粮食主产区内划分现代农业重点区、实行粮食主产区的差异补贴政策、重视农业人才培养四个方面提出适合我国地区发展的农业振兴策略，以期为我国农业的持续发展提供参考。

Abstract:

With the rapid development of urbanization, the lack of labor force and the low efficiency of cultivated land, improving the utilization rate of cultivated land has become an important problem to be solved urgently in our country. Through literature analysis and comparative analysis, this paper summarized the background, main framework and operation effect of the regional system of rural revitalization in Korea, and puts forward the enlightenment to our country. In order to strengthen the protection and utilization of farmland, Korea implemented the regional system of agricultural revitalization in the 1990s. The system divided agricultural revitalization areas into agricultural revitalization areas and agricultural protection areas, implementing a series of measures including agricultural support policies, cultivation of agricultural talents and improving infrastructure, achieved notable results in promoting agricultural modernization, improving farmers' income, protecting farmland and protecting farmers' rights and interests.Based on the analysis of Korea's experience in the development of agricultural revitalization regional system, this paper puts forward the strategy of agricultural revitalization suitable for the development of China's region from four aspects: optimizing the legal system, dividing the key areas of modern agriculture from the main grain production areas, implementing the differential subsidy policy of the main grain production areas and attaching importance to the cultivation of agricultural talents.
