中国特色农产品优势区建设现状、问题与对策

摘要:

目的 总结梳理当前我国特色农产品优势区建设现状特征，剖析存在问题并提出下一步工作对策建议，对我国特色农业区域布局和农业供给侧结构性改革具有重要现实意义和理论价值。方法 文章在对我国部分特优区进行实地调研的基础上，运用空间统计和叠置分析等方法，揭示特优区空间分布格局特征，阐明特优区建设中需要注意的几大关系。结果 （1）当前第一阶段特优区认定工作已基本完成，特优区在省级地区形成全覆盖格局，但地区间还有差异，表现出整体分散、局部集聚的分布特征。（2）特优区建设过程中存在流通体系不健全、绿色发展水平较低、地区间同质竞争等问题。结论 下一阶段特优区建设中，应从流通体系建设、完善监测评价管理体系、培育和引进高端人才、明晰绿色技术采用行为形成机理等方面着手，夯实特色农产品发展基础，促进特色农产品优势区健康可持续发展。

Abstract:

Based on field investigations of some superiority areas of agriculture products with special characteristics (APSC) in China, spatial statistics and overlay analysis were used in this paper to reveal the characteristics of the spatial distribution pattern of the superiority areas of agriculture products, and to clarify the major relationships that should be noted in the construction of superiority areas of APSC. The results were indicated as follows. (1)The research indicated that Currently, the identification of superiority areas of agriculture products had basically completed at the first phase. The superiority areas of APSC fully covered in provincial-level regions of China. However, the characteristics of APSC were different among each province, which were featured by integrally decentralized but locally agglomeration congregated. (2) There also were range of issues in the construction of superiority areas of APSC, such as distempered circulation system, low level of green development and the homogeneous competition among regions. Therefore, the construction of circulation system, the improvement of monitoring and evaluating systems, cultivation and introduction of talents, and clarifying the formation mechanism of green technology adoption behavior should be taken as main points for the construction of superiority areas of APSC in next phase. These measures could reinforce the foundation of development of APSC, and also could promote a healthy and sustainable development for the current superiority areas of APSC in China.
