目的 国家农业科技园区作为农业科技创新和集成转化的重要载体,是科技驱动农业发展的重要模式,对于园区创新过程效率的评价有助于为其实现创新驱动发展提供科学决策依据。方法 文章基于创新价值链理论,利用DEA-BCC模型测算了158家国家农业科技园区的创新研发效率和创新转化效率。并利用空间差异与关联分析探究其空间格局的演变。结果 园区的创新发展中存在着“创新研发高而创新转化低”的问题。同时,效率矩阵分析显示超过1/3的园区还处于低创新研发—低创新转化的区域,而处于双高区域的园区不足15%,园区的创新价值链具有较大的提升空间。而创新效率的空间分析方面,园区的创新研发效率和创新转化效率呈现出省域之间逐步分化的趋势。结论 针对园区未形成有序的区域协同发展空间格局的状况,该文给出了3种针对性的协同发展模式与具体对策。 |

As a carrier of agricultural technology innovation, integration and transformation, national agro-technology park is an important method of technology-driven agricultural development. The evaluation of the efficiency of the park innovation process is helpful to provide scientific decision-making basis for the realization of innovation-driven development. Based on the innovation value chain theory, this paper calculated the innovation R&D efficiency and innovation transformation efficiency of 158 national agro-technology parks from 2016 to 2018 year with DEA-BCC model, and used the spatial difference and correlation analysis to explore the evolution of its spatial pattern. The research suggested that there was a problem of "high innovation R&D efficiency and low innovation transformation efficiency" in the park innovation development process. Meanwhile, the efficiency Matrix showed that more than one-third of the parks were located in the region of low innovation R&D and transformation, and less than 15% of the park were located in the double-high region,the innovation value chain efficiency of the parks had large great improvement potential. The spatial analysis of innovation efficiency indicated that there was a gradual differentiation trend of innovation R&D efficiency and transformation efficiency among provinces, and had not formed an orderly spatial regional cooperative development pattern. In summary, according to the situation that the park has not formed an orderly spatial pattern of regional cooperative development, this paper puts forward three kinds of targeted cooperative development models and countermeasures. |
