生态产品开发适宜性评价技术框架设计与应用研究——以江苏省江阴市为例

摘要:

目的 生态产品价值实现是促进绿色发展、增进人民福祉的重要举措，但因部分生态产品未得到充分开发，导致其价值难以有效实现。文章尝试将适宜性概念引入生态产品开发评价中，以确定生态产品开发的适宜方向，促进生态产品价值显化。方法 以江苏省江阴市为例，依据生态产品可能的开发方向，从产地因素、市场环境、基础设施等方面构建生态产品开发适宜性评价指标体系。采用层次分析法确定指标权重，通过加权求和确定生态产品开发适宜性指数，并采用中值法建立适宜程度评判标准，以确定各开发方向适宜性。结果 明确了生态农林渔产品、调节服务产品和文化服务产品的开发方向以及相关产业的空间布局，在此基础上，进一步提出江阴市各街道、镇未来应重点开发的生态产品。结论 评价结果验证了生态产品开发适宜性评价技术框架设计，以期为生态产品价值实现机制构建提供支持。

Abstract:

The value realization of ecological products is an important measure to promote green development and improve people's well-being. However, because some ecological products have not been developed adequately, it is difficult to realize their value effectively. This research attempted to introduce the concept of suitability into the evaluation of ecological product development. Taking Jiangyin city as an example, according to the directions of ecological products development, a suitability evaluation index system for ecological products development was constructed from the aspects of origin factors, market environment and infrastructures. The index weight was determined by the analytic hierarchy process (AHP), and the development suitability index was determined by weighted summation. The median value method was used to establish the criterion of suitability. The results of the evaluation made clear the development direction and spatial layout of related industries of the ecological agriculture, forestry and fishery products, regulation service products and cultural service products. On this basis, it further proposed the ecological products which should be developed in the future in the streets and towns of Jiangyin city. The evaluation results verify the design of the technical framework of ecological products development suitability evaluation, in order to provide supports for the construction of ecological products value realization mechanism.
