中国式现代化视域下城乡融合发展的基本特征与推进路径

摘要:

目的 城乡融合是城乡关系的高级形态和必然趋势。从中国式现代化视域理解把握城乡融合发展，研究提出未来一个时期推进城乡融合发展的总体思路、重点任务和政策建议，为全面推进乡村振兴、加快建设农业强国提供支撑。方法 文章基于党和国家对经济社会发展规律的深刻把握和战略考量，综合运用历史、实证等研究方法，在明确城乡融合的重要意义、历史方位和基本特征基础上，提出推进城乡融合发展的政策建议。结果 我国城镇化走过70多年历程，工农城乡关系深刻演进，总体上经历了城乡分治、城乡渗透、城乡统筹、城乡融合等发展阶段，但仍面临一些困难和挑战。城乡融合发展具有功能形态融为一体、产业结构日益趋同、现代要素双向流动、发展差距持续缩小等方面基本特征。结论 着眼推进中国式现代化全局大局，把工业和农业、城市和乡村作为一个整体谋划，统筹新型城镇化和乡村全面振兴，构建新型工农城乡关系，推进城乡功能融合、产业融合、要素融合、社会融合。

Abstract:

Urban-rural integration is the advanced form and inevitable trend of urban-rural relations. To understand and grasp the integrated development of urban and rural areas from the perspective of Chinese modernization, we put forward the overall ideas, key tasks and policy suggestions for promoting the integrated development of urban and rural areas in the future period, so as to provide support for comprehensively promoting rural revitalization and accelerating the construction of an agricultural power. Based on the Party and the state's deep understanding of the laws of economic and social development and strategic considerations, this research comprehensively applied historical and empirical research methods to put forward policy recommendations for promoting urban-rural integration through clarifying the significance, historical orientation and basic characteristics of urban-rural integration,China's urbanization had gone through a history of more than 70 years, and the relationship between industry, agriculture, urban and rural areas had evolved profoundly. On the whole, it had gone through the development stages of urban-rural separation, urban-rural penetration, urban-rural coordination, and urban-rural integration, but it still faced some difficulties and challenges. The integrated development of urban and rural areas was characterized by the integration of functions and forms, the increasing convergence of industrial structure, the two-way flow of modern elements, and the continuous narrowing of the development gap. In summary, with a view to advancing the overall picture of Chinese-style modernization, we should take industry and agriculture, urban and rural areas as a whole plan, coordinate a new urbanization and overall rural revitalization, build a new relationship between industry and agriculture, and promote the integration of urban and rural functions, industries, factors of production, and society.
