北京市高标准农田建设模式与路径初探

摘要:

目的 北京市开展高标准农田建设具有重大的政治意义和现实意义，是建强都市型现代农业的基础工程、打牢超大型都市应急保供的民生工程、构建人与自然和谐共生宜居都市的本底工程。方法 文章运用文献分析、现场调研、对比分析等方法，梳理北京市高标准农田建设成效、存在的不足，提出北京市高标准农田建设的模式与路径思路，具有决策参考价值。结果 分析北京市高标准农田建设现状，还存在农田底数摸清难、建设任务重、筹资压力大、建设质量低、管护利用薄弱、管理力量不足等方面的困难和挑战。为此，参照国内高标准农田建设成功经验，该文提出：北京市高标准农田建设要积极探索“先集中连片后建设”“整建制推进”“投建管用一体化融资”“EPC+”“数智田园”“都市美丽田园”等模式，突出抓好全域整治、分类施策、加大投入、示范引领、科技支撑、建强队伍、完善制度等八个方面工作。结论 北京到2035年把永久基本农田全面建成高标准农田，任务艰巨，需探索适合北京的高标准农田建设模式与路径，争取国家支持，加快建设步伐。

Abstract:

It is of great political and practical significance for Beijing to carry out the construction of well- facilitated farmland, which is the basic project of building a strong urban modern agriculture, the livelihood project of building a super-large urban emergency supply, and the background project of building a livable city where man and nature coexist in harmony. By using literature analysis, field investigation, comparative analysis, and other methods, the effectiveness and shortcomings of well-facilitated farmland construction in Beijing were sorted out, and the mode and path ideas of well-facilitated farmland construction in Beijing were put forward in this paper, which had reference value for decision-making. Analyzing the current situation of well-facilitated farmland construction in Beijing, there were still difficulties and challenges in finding out the basic data of constructed well-facilitated farmland, heavy construction tasks, high financing pressure, low construction quality, weak management and utilization, and insufficient management capacity. Referring to the successful experience of well-facilitated farmland construction in other provinces, we suggested that new modes and paths of well-facilitated farmland construction in Beijing should be actively explored, such as land transfer before construction, construction of well-facilitated farmland in the whole town, village, county, city, or other districts, integrated financing for investment, construction and management, engineering procurement construction + operation, digital intelligence farmland, beautiful urban farmland, etc. Eight aspects of work should be highlighted, including land consolidation and rehabilitation in the whole district, using different construction methods by classified farmland, increased investment, demonstration and guidance, scientific and technological support, building a strong team, and improving the system. It is an arduous task for Beijing to build permanent capital farmland into well-facilitated farmland in an all-round way by 2035, and it is necessary to explore the construction mode and path of well-facilitated farmland suitable for Beijing, strive for national support, and accelerate the construction.
