| 目的 科学合理评估耕地资源生态价值及其补偿标准,有利于市场化构建耕地生态管护运行机制。方法 文章以快速城镇化地区合肥都市圈为例,采用理论分析与实践运用相结合,科学构建耕地资源生态价值评估体系,综合运用当量因子法、替代成本法、影子工程法等模型算法,分区构建差异补偿模型,评估研究区耕地资源生态价值及其补偿标准。结果 (1)近10年来合肥都市圈耕地资源生态价值整体呈现上升趋势,地区之间增长幅度呈现较为明显异质化特征;(2)耕地资源生态价值基尼系数整体呈现下降趋势,空间格局呈现“西高北低”聚集效应,外溢效应呈现缓慢上升趋势;(3)在秉持公平与效率基础上兼顾地区差异性,为实现补偿标准的可实施性,提出差异化补偿和内部协调,研究制定补偿标准存在显著空间差异性且具有相对聚集性,将耕地生态价值补偿标准可分为1.091 8万元/hm2、7 624元/ hm2和6 603元/hm23个等级区,统筹考虑社会发展差异系数下,测算的结果与已有的政策基本保持一致。结论 耕地资源生态价值表现明显空间异质性,秉持结合地方资源禀赋,按实际情况分区制定差异化耕地资源生态价值补偿标准,能更好有效落实补偿机制运行。 |

| To assess the ecological value of arable land resources and its compensation standard in a scientific and reasonable way, which is conducive to the market-oriented construction of arable land ecological management and care operation mechanism. Taking Hefei metropolitan area as an example, the ecological value of arable land resources was scientifically constructed by combining theoretical analysis and practical application, and the equivalent factor method, substitution cost method, shadow engineering method and other modeling algorithms were comprehensively applied to construct a differential compensation model in different districts to assess the ecological value of arable land resources and its compensation standard in the study area. The results were showed as follows. Over the past 10 years, the ecological value of arable land resources in Hefei metropolitan area showed an overall upward trend, and the growth rate between regions showed more obvious heterogeneous characteristics; the Gini coefficient of the ecological value of arable land resources showed an overall decreasing trend, and the spatial pattern showed the aggregation effect of "high in the west and low in the north", and the spillover effect showed a slow rising trend; In upholding fairness and efficiency based on taking into account regional differences, and in order to realize the enforceability of compensation standards, differentiated compensation and internal coordination were proposed, and the study formulated that there were significant spatial variability in compensation standards and relative aggregation, and the ecological value of arable land compensation standards could be divided into three grade zones of 10 918 yuan/hectare, 7 624 yuan/hectare, and 6 603 yuan/hectare, and the coefficients of differences in social development were considered in an integrated manner. Under this, the measured results were basically consistent with the existing policies. In summary, the ecological value of arable land resources presents obvious spatial heterogeneity, adhering to the combination of local resource endowment, according to the actual situation of zoning to formulate differentiated ecological value of arable land resources compensation standards, which can better and effectively implement the operation of the compensation mechanism. |
