| 目的 文章旨在凝练总结浙江省钱塘区多元主体协同参与闲置宅基地与农房资源盘活利用模式及特征,分析该模式的形成条件及实现路径,为构建兼顾多方利益、促进土地集约高效利用、协调城乡融合发展的农村房地资源利用管理机制提供参考。方法 基于多中心治理理论,运用案例研究法,结合实地调研,剖析政府、市场、社会三方主体在闲置宅基地与农房盘活利用过程中的参与条件与实施路径。结果 (1)案例形成了“政府主体负责制度建设和政策引领,市场机制主导资源配置,社会组织和个体共同参与”的协同盘活利用模式。(2)各主体共同的发展意愿、相互制衡的能力和协调合作的动机是该模式形成的必要条件。(3)具体实践包括:确立满足整体利益的目标;赋予各参与主体构建内部复杂系统的空间和能力;构建短期快速实现经济效益、长期可持续增收的机制;设置有限职能发挥和竞合机制;利用数字化技术等手段辅助建立协同机制。结论 有效推进闲置宅基地与农房资源盘活利用,应充分挖掘各主体内部协同潜力,形成主体之间相互制衡的力量,完善协同系统规则和可控机制,强化预警、风险防控机制的建设以及技术应用的负面效应评估。 |

| This paper aims to summarize the model and characteristics of multi-agent collaborative participation in the revitalization of idle homesteads and rural housing resources in Qiantang district, Zhejiang province. It analyzes the conditions for the formation of this model and its implementation pathways, providing references for establishing a management mechanism for rural real estate resource utilization that balances multiple interests, promotes intensive and efficient land use, and coordinates urban-rural integration. Based on the polycentric governance theory, this study employed a case study method combined with field research to explore the participation conditions and implementation paths of the government, market, and society in the revitalization and utilization of idle homesteads and rural housing. The results were listed as follows: (1) The case study formed a collaborative revitalization model characterized by "the government responsible for system construction and policy guidance, the market mechanism dominating resource allocation, and social organizations and individuals participating collectively". (2) The necessary conditions for forming this model are the shared development willingness among participating agents, their capacity for mutual checks and balances, and their motivation for coordination and cooperation. (3) Specific pathways include: establishing goals that serve the overall interests; granting agents the space and capacity to build internal complex systems; creating mechanisms for achieving short-term economic benefits and long-term sustainable income growth; setting up mechanisms for limited functional exertion and co-opetition; and utilizing digital technology and other means to assist in establishing collaborative mechanisms. Effectively promoting the revitalization of idle homesteads and farmhouse resources requires fully leveraging the internal collaborative potential of each agent, forming forces of mutual checks and balances among them, improving the rules and controllable mechanisms of the collaborative system, strengthening the construction of early warning and risk prevention and control mechanisms, and assessing the negative effects of technology application. |
