| 目的 基于农户多维需求视角,以商丘市睢阳区宅基地确权调查数据为例,分析确权地块尺度下的宅基地价值及其分异特征,为“稳慎”推进宅基地制度改革提供科学依据。方法 文章采用多因素综合评价法、核密度分析、空间自相关模型等。结果 (1)宅基地初始价值从不同分级看,低、中、高值分别占比42.93%、33.12%和24.49%,又分别呈现较大范围集聚、分散分布和小范围积聚的空间分布特征;从不同功能维度的数量结构看,居住保障、生产经营、经济资产和情感心理价值分别呈“T型” “金字塔型” “哑铃型”和“金字塔型”分布。(2)村域修正系数为0.086 3~0.599 7,各分维度修正系数受集镇、交通道路的影响,在空间上呈现不同程度的小组团式、短条带状、面状集聚和逐级扩散等分布特征。(3)宅基地修正价值在地块尺度上介于0.005 9~0.396 6,平均值为0.099 7,低、中、高值分别占比48.5%、33.40%和18.06%;在村域尺度上存在较弱的空间正相关,高高集聚区域较少,分布零散,大多存在于集镇中心所在地,低低集聚村庄有30个,主要分布于区域东南侧。结论 挖掘宅基地确权调查数据并进行确权地块尺度的宅基地价值测算及其分异特征分析,有助于探究价值测算结果的政策意蕴,对于“稳慎”推进宅基地制度改革和差异化盘活利用具有重要的参考意义。 |

| From the perspective of multi-dimensional demands of rural households, this study takes the homestead confirmation survey data in Suiyang district, Shangqiu city as a case to analyze the value of homesteads and their differentiation characteristics at the scale of confirmed land parcels, so as to provide a scientific basis for the "steady and cautious" advancement of the homestead system reform. This research employed a comprehensive multi-factor evaluation method, kernel density analysis, and spatial autocorrelation models to achieve its objectives. The results were listed as follows. (1) In terms of the initial value of homesteads, the low, medium, and high values accounted for 42.93%, 33.12%, and 24.49%, respectively, exhibiting distinct spatial distribution characteristics. The low-value areas showed large-scale agglomeration, medium-value areas were dispersed, and high-value areas were concentrated in smaller regions. From the perspective of functional dimensions, the value structures of residential security, production and operation, economic assets, and emotional psychology presented "T-shaped" "pyramid-shaped" "dumbbell-shaped" and "pyramid-shaped" distributions, respectively. (2) The village-level correction coefficient ranged from 0.086 3 to 0.599 7. The correction coefficients for each sub-dimension were influenced by factors such as proximity to towns and transportation routes, resulting in spatial distribution characteristics that included small cluster patterns, short strip-shaped distributions, planar agglomerations, and gradual diffusion. (3) The corrected value of homesteads at the parcel scale ranged from 0.005 9 to 0.396 6, with an average value of 0.099 7. The proportions of low, medium, and high values were 48.5%, 33.40%, and 18.06%, respectively. At the village scale, there was a weak positive spatial correlation. High-value agglomeration areas were scarce and scattered, mostly located in town centers. In contrast, there were 30 villages with low-value agglomeration, primarily distributed in the southeastern part of the region. In summary, this study demonstrates that excavating homestead confirmation survey data and conducting value estimation and differentiation analysis at the scale of confirmed land parcels can provide profound insights into the policy implications of valuation results. And it offers significant reference value for the "steady and cautious" advancement of homestead system reform and the differentiated revitalization and utilization of rural land resources. |
