现代农业产业园赋能农业新质生产力涌现：机理、困囿与进路

摘要:

目的 发展农业新质生产力是建设农业强国的内在要求，而现代农业产业园代表着农业新质生产力发展方向。探寻现代农业产业园赋能农业新质生产力涌现的内在逻辑和实践路径，可为现代农业产业园高质量发展和农业新质生产力涌现式生产提供新的参考。方法 文章运用文献分析法、实证调研法和归纳演绎法，揭示现代农业产业园赋能农业新质生产力涌现的理论机理、现实困囿与实践进路。结果 现代农业产业园依托“农业技术革命性突破、生产要素创新性组合、产业形态根本性变革、生产关系重塑性改革”四位一体的递归循环与系统耦合，赋能农业新质生产力涌现式生成。但处于建设过程中的产业园仍面临科技支撑能力不足、要素组合效率偏低、产业承载功能不足以及体制机制创新之后等阶段性困境。结论 农业产业园建设应以发展农业新质生产力为导向，增强科技支撑能力、提升要素组合效率、构建现代产业体系、深化体制机制改革。

Abstract:

Developing new quality productive forces in agriculture is the internal requirement of building China into an agricultural power. Modern agricultural industrial park represents the development direction of new quality productive forces in agriculture. Exploring the internal logic and practical path of modern agricultural industrial park in developing new quality productive forces in agriculture can provide a new reference for the high-quality development of modern agricultural industrial park and the emergence of new quality productive forces in agriculture. This research used literature analysis, empirical research and inductive deduction to reveal the theoretical mechanism, realistic difficulties and concrete approach of the emergence of new quality productive forces in agriculture empowered by modern agricultural industrial parks. The results were showed as follows. The modern agricultural industrial park empowered the development of new quality productive forces in agriculture by relying on the recursive cycle and system coupling of “revolutionary breakthrough of agricultural technology, innovative combination of production factors, fundamental reform of agricultural form and reshaping reform of production relations”. However, the industrial parks in the process of construction were still faced with phrased difficulties such as insufficient scientific and technological support ability, low efficiency of factor combination, insufficient industrial carrying function and institutional mechanism innovation. Therefore, the development of modern agricultural industrial park should focus on developing new quality productive forces in agriculture, enhancing the supporting ability of science and technology, improving the efficiency of factor combination, building a modern industrial system, and deepening the reform of institutional mechanisms.
