摘要:

目的 农村产业融合发展示范园作为推动农村产业融合与经济转型升级的重要载体，对于促进农民增收和优化公共服务供给，实现以县域为基础的共同富裕具有重要意义。方法 文章利用2012—2021年中国县域面板数据，采用多期渐进双重差分法探讨中国农村产业融合发展示范园对农民增收和基本公共服务供给水平的影响及机制。结果 （1）农村产业融合发展示范园能有效提升农村地区产业结构升级、带动劳动力转移和促进地方政府一般公共预算支出，助推资源流动从“以乡助城”向“城乡互补”转变，以此促进农民增收和公共服务。（2）电子商务等数字技术发展有助于示范园提高农村居民收入水平，这一政策作用在非电子商务示范县体现更明显；地区生态环境禀赋基础、特色农业与乡村基础服务设施越好，农村产业融合发展示范园的发展潜力越大，农村居民增收与乡村公共服务建设越容易实现共赢。（3）农村产业融合发展示范园有效作用于农村农业产业价值链延伸与农业生产率提升。结论 示范园的设立有助于加深农村产业融合与农民增收、社会服务供给之间的理解，为深入推进乡村振兴和农业农村现代化提供理论借鉴和政策启示。

Abstract:

As an important carrier to promote the integration of rural industries and economic transformation and upgrading, the demonstration park is of great significance to increase farmers' income, optimize the supply of public services, and realize common prosperity based on county area. Based on the panel data of China's counties from 2012 to 2021, this study adopted the multi-period progressive differentially differential method to explore the impact and mechanism of China's rural industrial integration development demonstration parks on farmers' income increase and the supply level of basic public services. (1) The demonstration park for the integrated development of rural industries can effectively enhance the upgrading of the industrial structure in rural areas, drive the transfer of labor force and promote the general public budget expenditure of local governments. It can also facilitate the transformation of resource flow from "rural assistance to urban areas" to "urban-rural complementarity", thereby promoting farmers' income growth and public services. (2) The development of digital technologies such as e-commerce helps demonstration parks increase the income level of rural residents, and this policy effect is more evident in non-e-commerce demonstration counties. The better the regional ecological environment endowment foundation, characteristic agriculture and rural basic service facilities are, the greater the development potential of the rural industrial integration development demonstration park will be, and the easier it will be for rural residents' income increase and the construction of rural public services to achieve a win-win situation. (3) Further discussion indicates that the demonstration park for the integrated development of rural industries effectively plays a role in extending the value chain of rural agricultural industries and enhancing agricultural productivity. In summary, this study will help deepen the understanding of the relationship between rural industry integration, farmers' income increase and social service supply, and provide a theoretical reference and policy inspiration for further promoting rural revitalization and agricultural and rural modernization.
