新疆生产建设兵团农业资源利用水平评价与耦合协调分析

摘要:
目的 开展兵团农业资源利用水平评价分析,以期为兵团农业资源的高效利用和区域农业可持续发展相关政策制定提供理论参考,对提高兵团农业资源利用效率,早日实现农业资源生态效益、社会效益和经济效益的协调可持续发展具有重要理论价值和现实意义。方法 文章选取兵团下辖的13个师(市)为研究对象,从资源禀赋、生态保育、社会发展、经济支撑4个维度建立准则层,选取32项指标构建了兵团农业资源利用水平多维度评价体系。评价过程采用熵值法、全排列多边形图示指标法和耦合协调度模型测算2011—2021年兵团各师(市)农业资源利用水平得分,并借助四维系统耦合协调度及协调影响力,分析其协调发展的时空演化规律。结果 (1)兵团各师(市)农业资源利用水平逐年稳步提升,但整体仍处于起步阶段,且各师(市)得分水平和变化趋势存在一定的差异。(2)兵团农业资源利用四维系统耦合度得分总体较高;耦合协调度则大多呈现波动上升的态势,师(市)间增速不均,差异明显,由高到低表现出“天山南坡发展区—天山北坡发展区—沿边口岸经济区—南疆发展区”梯度空间格局。(3)农业资源利用四维系统对兵团农业资源利用综合多维协调度的正向影响力从大到小依次为社会发展>生态保育>经济支撑>资源禀赋。结论 兵团农业资源利用正由粗放型生产方式阶段逐渐升级为高效可持续阶段,各师(市)发展水平差异明显。资源禀赋维度对兵团农业资源协调可持续利用制约作用明显。

EVALUATION OF AGRICULTURAL RESOURCE UTILIZATION LEVEL IN XINJIANG PRODUCTION AND CONSTRUCTION CORPS AND COUPLED COORDINATION ANALYSIS

Abstract:
To carry out the evaluation and analysis of the level of agricultural resources utilization in Xinjiang Production and Construction Corps, with a view to providing theoretical references for the efficient utilization of the Corps' agricultural resources and the formulation of policies related to the sustainable development of the regional agriculture, which has an important theoretical value and practical significance for the enhancement of the utilization efficiency of the agricultural resources in Xinjiang Production and Construction Corps and the early realization of the coordinated sustainable development of the eco-efficiency, social-efficiency and economic-efficiency of the agricultural resources. Thirteen divisions (cities) under the jurisdiction of Xinjiang Production and Construction Corps were selected as the research object, and a multi-dimensional evaluation system of the level of agricultural resource utilization in Xinjiang Production and Construction Corps was constructed by selecting 32 indicators from four dimensions, namely, resource endowment, ecological conservation, social development, and economic support to build up the guideline layer. In the evaluation process, the entropy value method, the method of fully aligned polygonal graphical indicators and the coupling coordination degree model were used to measure the scores of the level of agricultural resource use in each division (city) of the Corps from 2011 to 2021, and with the help of the four-dimensional system of coupling coordination degree and coordination influence, the spatial and temporal evolution law of its coordinated development was analyzed and the type of coupling coordination of the use of agricultural resources in each division (city) was determined. The results were listed as follow. (1) The level of agricultural resource utilization across all divisions (cities) of the XPCC has witnessed steady year-on-year improvement. Nevertheless, the overall development remains in the initial stage, with certain disparities observed in both the score levels and evolving trends among individual divisions (cities).(2) The coupling degree scores of the four-dimensional system for agricultural resource utilization of the XPCC are generally high. In contrast, the coupling coordination degree mostly shows a fluctuating upward trend, characterized by uneven growth rates and distinct discrepancies across divisions (cities). Spatially, it presents a gradient pattern descending from the Southern Slope of the Tianshan Mountains Development Zone, through the Northern Slope of the Tianshan Mountains Development Zone and the Border Port Economic Zone, to the Southern Xinjiang Development Zone.(3) In terms of the positive impact of the four-dimensional system for agricultural resource utilization on the comprehensive multi-dimensional coordination degree of agricultural resource utilization in the XPCC, the order of influence from the strongest to the weakest is as follows: social development > ecological conservation > economic support > resource endowment. In summary, agricultural resource utilization in Xinjiang Production and Construction Corps is being gradually upgraded from the stage of rough production mode to the stage of high efficiency and sustainability, with obvious differences in the development level of each division (city). The resource endowment dimension has obvious constraints on the coordinated sustainable utilization of agricultural resources in Xinjiang Production and Construction Corps.
