| 目的 农业社会化服务是提升粮食安全保障能力的重要举措,加快发展农业社会化服务是夯实粮食安全根基的重要手段。方法 文章基于2006—2021年中国30个省(市、区,不含港澳台和西藏)的面板数据,采用超效率DEA-Malmquist指数法测算了粮食安全保障效率,并对粮食生产的三大功能区进行了静态和动态分析。结果 (1)农业社会化服务的科技水平、运输效率以及种植规模等方面的服务效率较低,处于DEA无效状态。(2)非DEA有效决策单元农业社会化服务对中国粮食安全的保障均存在投入冗余和产出不足,合理改善农业社会化服务投入是保障粮食安全的有效途径。(3)农业社会化服务对中国粮食安全保障效率的影响呈现一定的动态变化趋势,并且农业社会化服务主要通过影响技术进步来提升中国粮食安全保障效率。(4)不同粮食功能区粮食安全保障效率存在差异,粮食安全保障效率较高的区域主要集中在粮食主产区及粮食主销区。(5)种植服务、收割服务、加工服务对粮食安全具有显著影响;收割服务通过影响农机跨区作业提高粮食安全,加工服务通过提升技术水平和增加农产品附加值来保障粮食安全。结论 基于此,从构建差异化区域服务供给体系、推进数智技术融合应用、完善跨区协同机制、健全全链条服务制度等方面,给出针对性的政策建议,以提高中国粮食安全保障的整体效率。 |

| Agricultural socialized services play a crucial role in strengthening food security. Accelerating their development is essential for consolidating the foundation of food security. Using panel data from China's 30 provincial-level regions (Cities and districts, excluding Hong Kong, Macao, Taiwan and Xizang), spanning 2006 to 2021, this study employed the super-efficiency DEA-Malmquist index method to assess food security efficiency and conducted both static and dynamic analyses of the three primary functional zones of grain production. The findings revealed that: (1) The efficiency of agricultural socialized services in technological innovation, transportation, and planting scale remained low, rendering them DEA-inefficient. (2) In non-DEA-efficient decision-making units, agricultural socialized services suffered from input redundancy and insufficient output, indicating that optimizing input allocation was a key strategy for enhancing food security. (3) The impact of agricultural socialized services on food security efficiency exhibited a dynamic trend, with their primary contribution being the promotion of technological advancements. (4) Food security efficiency varied across grain production functional zones, with higher efficiency concentrated in major grain-producing and grain-consuming regions. (5) Planting, harvesting, and processing services significantly influenced food security. Harvesting services enhanced food security by enabling cross-regional agricultural machinery operations, while processing services contributed by advancing technology and increasing the added value of agricultural products. Based on these insights, this study proposes targeted policy recommendations to improve overall food security efficiency. These include developing a region-specific service supply system, fostering the integration of digital and intelligent technologies, enhancing cross-regional coordination mechanisms, and establishing a comprehensive full-chain service system. |
