环境规制对肉鸭养殖生态效率的影响研究——兼论绿色认知的中介作用

摘要:

目的 生态效率是衡量经济和生态协同发展的重要指标，提高生态效率有助于实现产业的绿色发展。方法 文章基于我国9省份893份调研数据，运用超效率SBM-Tobit模型，在探讨了约束型、宣传型和激励型规制对肉鸭养殖生态效率影响的基础上，进一步分析绿色认知在环境规制影响肉鸭养殖生态效率过程中的中介效应以及3种类型环境规制的交互协同对肉鸭养殖生态效率的影响，并采用工具变量法处理环境规制、绿色认知的内生性问题。结果 约束型、宣传型和激励型规制对肉鸭养殖生态效率具有正向促进作用；绿色认知在环境规制对肉鸭养殖生态效率的影响中起部分中介作用；宣传型与约束型、激励型规制的交互协同对肉鸭养殖生态效率具有显著正向影响，而约束型与激励型规制的协同未产生显著影响。结论 政府应进一步完善环境规制体系，提升养殖户绿色认知水平，充分发挥环境规制的“组合拳”作用，以提高肉鸭养殖生态效率。

Abstract:

Ecological efficiency is an important index to measure the coordinated development of the economy and ecology. Improving ecological efficiency is helpful in realizing green industrial development. Based on 893 survey data points from 9 provinces in China, this paper used the highly efficient SBM-Tobit model to discuss the impact of constraints, publicity and incentive regulation on the ecological efficiency of meat duck breeding, and it further analyzed the mediating effect of green cognition during environmental regulation, which affected the ecological efficiency of meat duck breeding. The influence from the interaction and synergy of the three types of environmental regulation on the ecological efficiency of meat duck breeding was also examined, and the tool variable method was adopted to deal with the endogenous problems of environmental regulation and green cognition. The results were listed as follows. Constraints, publicity and environmental incentives played a positive role in promoting the ecological efficiency of meat and duck farming; green cognition played a mediating role in the impact of environmental regulation on the ecological efficiency of meat and duck farming; the interaction and synergy of publicity, constraints and environmental incentives promoted the ecological efficiency of meat and duck breeding, while the synergy of constraints and environmental incentives had no a significant impact. Therefore, the government should further improve the environmental regulatory system and attach importance to improving green cognition among farmers. It should also fully make use of the "combined impact" role of environmental regulation, so as to improve the ecological efficiency of meat and duck breeding.
